Agricultural and Farmland Protection Board - State-designated Established via Resolution No. 182 of 1993; 11 members (at least four shall be ex-officio and shall serve as a condition of their position) with four-year terms, limit two terms (unless beneficial for a member to serve additional terms). These rules, regulations, orders, and directives are known as the County Sanitary Code. Capital District Regional Off-Track Betting Public Benefit Corporation formed in 1975. They will review all new program proposals and will develop the local governmental plan for the disability they represent. They bring their written recommendations on the above to the Community Services Board for its consideration. Community Services Board (Mental Health) N/C NYS Section 41.11 Mental Hygiene Law. Mental Health Board Established November 16, 1965 via Local Law No. 1; revised bylaws approved October 24, 2013; 15 members with four-year staggered terms; no limit on the number of terms a member may serve. Function: The Board is responsible for developing the community preventative, rehabilitative and treatment services offering continuity of care; for improving and expanding existing community programs for individuals with mental illness, developmental disabilities and those experiencing or recovering from substance abuse or substance dependence. Planning for the integration of community and state services and facilities for the mental disabled and for cooperating with local governments and with the state in the provision of joint services and sharing of resources. *There are three subcommittees consisting of nine members each with four-year terms. Each subcommittee has three members of the Community Services Board plus six community member seats. Two-year terms. Bylaws adopted March 24, 2005 Contact: Dianna Claflin, 753-5044 The law specifies at least eight of the members must be from following categories:  At least one County Court Judge, appointed by the Administrative Judge for Cortland County  City Court Judge, as appointed by the Administrative Judge for Cortland County  District Attorney  Public Defender  Chair Judiciary & Public Safety Committee  County Director of Probation  County Administrator, or their designee  A representative of local police agencies, other than the chief administrative officer, selected by the heads of all such agencies to represent their joint view  Representative of a private organization operating within the County who has experience and involvement in alternatives to incarceration programs or pre-trial service programs (BOCES/Jail Transition Coordinator)  Chairman County Legislature or their designee  Director of Community Services as defined in Section 41.03 of Mental Hygiene Law Other potential members (not required but may be on Board)  Alternatives to Incarceration staff member  Representative from Catholic Charities  Drug Court Coordinator  At least two representatives from local police agencies other than the agency represented in previous listing  Sheriff’s Department Jail Administrator  Sociologist/Criminologist from one of the local colleges  Local town or village justice Function: This Board studies and identifies needs and recommends effective methods for meeting the needs of the County’s criminal justice system. The Board also prepares and supervises the County’s Alternatives to Incarceration Plan. Emergency Medical Services Advisory Board Established via Resolution No. 283-84, restructured via Resolution 196-04. Bylaws adopted June 23, 2004 and amended 2005; terms Two-year terms. Up to 21 members. Membership shall consist of one representative and one alternate from each of the following agencies:  Transport Agencies with primary operating territory in Cortland County ---PAGE BREAK--- 3  First Response Agencies designated by the New York State Department of Health with an agency code  Industrial First Response Agencies (ex-officio without vote)  Law Enforcement – one position representing Cortland County Law Enforcement (ex-officio without vote)  Hospital representative familiar with EMS  Cortland County Member of the Regional EMS Council (ex-officio without vote)  Cortland County Legislature (ex-officio without vote)  Cortland County Fire Coordinator Function: Advisory Board to Cortland County Legislature and assist other regulatory agencies in the coordination of emergency medical services programs within Cortland County, including but not limited to, utilizing, updating, and keeping current with the needs of the County and communicating with other agencies in the County. The Board renders advisory opinions to the County concerning conflicts of interests and to the County Code of Ethics. This Board shall also review annual financial disclosure forms and conflict of interest statements. Fish and Wildlife Management Board Environmental Conservation Law Sec. 11-0501. Two-year terms; a member may only serve four successive terms. Alternate representatives may be appointed and have voting privileges. Fire Advisory Board Est. via Resolution voted on December 18, 1950 under the provisions of Article 10, Section 209-k of the General Municipal Law. Bylaws approved November 28, 1984, amended via Resolution No. 156-07 on April 26, 2007 and Resolution 164-16 on April 28, 2016. 21 voting members with one-year terms; one non-voting Legislature Representative. To work with the Cortland County Legislature and County Fire Coordinator in connection with establishment and maintenance of a County fire training school, mutual aid programs and perform other duties the Legislature may prescribe in cases of fire training, fire service related activities and mutual aid in cases of fire and emergencies in which the services of fire and other emergency personnel would be used. Local Emergency Planning Committee (LEPC) Est. 1987 under the Emergency Planning and Community Right to Know Act (SARA Title III) - appointments made by the Cortland County Legislature with the approval of the New York State Disaster Preparedness Commission. No. 237 of 2001. A Not-for-Profit Local Development Corporation under Section 1411 of the Not-For-Profit Corporation Law of the State of New York. Cortland County as a member county appoints one representative. As a representative they are authorized to execute any agreement with MEGA on behalf of Cortland County. Appointed by the Chair of the Legislature. The Corporation also supports energy cost savings in the long-term through promotion of energy conservation and development of alternative energy resources. Planning Advisory Board Est. 5/8/68 pursuant to Section 239b of General Municipal Law, Restructured via Local Law No. 3 of 1975. Revised bylaws approved June 12, 1975 via Resolution 75-14. 14 Members – 4-year terms. Contact: Cortland County Planning Department 753-5043  11 Members include a broad cross section of interests within the county  4 Ex-officio members (with vote) – Legislature Chair, County Treasurer, Superintendent of Highways Function: The purpose of this Board is to provide the Cortland County Legislature and the Planning Department with advice on comprehensive land-use planning and matters relating to regional, County, and municipal planning consistent with Article 12-A of the NYS General Municipal Law (GML). Records Management Advisory Board Established as Records Management Program via Resolution No. 89-217; Restructured to Records Management Advisory Board via Resolution No. 153-97. Provides advice to the Records Management Officer on the development of the Records Management Program; reviews the performance of the program on a continual basis and proposes changes and improvements; review retention periods proposed for records not covered by State Education Department schedules; provides advice on the appraisal of records for archival value; review requests for disposition of records and grant final approval before disposition occurs; actively supports the program and promotes it among all departments and agencies of County government in the local community.  Legislature Chairman  County Treasurer  County Attorney  County Clerk/Records Management Officer  County Historian  Two Additional Legislators  Up to Eight representatives of Towns, Villages, and City of Cortland Contact: Elizabeth Larkin, 753-5021 Southern Tier East Regional Planning Development Board (STERPDB) Created in 1975. Bylaws adopted 1975, revised with most current February 25, 2000. Term shall be up to four years or expiration of elected office; county planning directors may be made to coincide with their county office (shall continue until successor appointed). Tompkins Cortland Community College Board of Trustees Est. via Resolution No. 129 of 1966. Ten members – nine members with seven-year terms and one with a one-year term.
