CSB Meeting July 26, 2016 COMMUNITY SERVICES BOARD OF CORTLAND COUNTY Meeting Minutes – July 26, 2016 4:00 P.M. ROOM 304 – COUNTY OFFICE BUILDING Members Present: Lisa Cutia (Chair), Christopher Hyde (Vice Chair), Donald Noble, Jackie Leaf, Jeff Beal, Reynolds, Michael Johnson, ReBecca Smith, Knolls and Tadeus Kowalski Members Excused: Aaron Baier, Christopher Driscoll, Lisa Hoeschele and Marie Walsh Others Present: Mark Thayer (Director Community Services), Frances Burnham (MC ARC) and Gail Spitzer (Secretary) Call to Order: By Chair, Lisa Cutia at 4:05 p.m. Agenda Item: Welcome new members and introductions Welcome Kathy Reynolds, ReBecca Smith and Knolls – memberships were approved June 30 by the County Legislature Agenda Item: Approval of Minutes of Joint meeting May 24, 2016 Chair, Lisa Cutia, asked for a motion to approve minutes  Motion made by Michael Johnson and seconded by Donald Noble, no further discussion, minutes unanimously approved Agenda Item: Memberships and Terms Lisa Cutia: Deputy Clerk of the Legislature changed term expirations - Mark explained the process used, following by-laws, assuring members have options if unable to complete a term as now set forward – not as previously approved by vote of the CSB Remaining vacancies: 1 – CSB, 1 – DD (Mark had discussed vacancies with Liz Haskins, Director of Office of the Aging, who is interested in both memberships) Kathy Reynolds, newly appointed to CSB has been attending DD Subcommittee meetings on a regular basis, representing school district – Lisa Cutia: DD Subcommittee can nominate her to fill vacancy with the hope that she would continue attending DD and represent both Agenda Item: Discussion: Orientation Meeting Mark: Orientation meeting will be set in near future (possibly October), prior to a CSB meeting – orientation helps explain evolution and process of LGU (Local Government Unit), the structure, goals, explanation of County Plan and Annual Report Agenda Item: County Plan (2016-2017 Working Version) copy provided Mark Thayer Annually, Subcommittees work to discuss community priorities and unmet needs, successes, etc. to craft a County Plan – New York State requires annual reporting via several online reporting forms – once completed the data is compiled (streamlined and summarized) to become the “working plan”, used as a guide throughout the year to highlight priorities, help map plans of action, address strategies by CSB and Subcommittees / Additional information derived from Annual Plan: trending commonalities among other counties – i.e., two years ago, transportation not in top five priorities in NYS counties, this year ranked first or second in every rural county in NYS (State does use this information in their future planning) – recruit and keep qualified staff became a much higher priority, not previously listed as an issue Discussion: Don Noble: Subject raised at Joint Meeting by Aaron Baier to form an employment coalition, conversation continued at DD Subcommittee meeting – Lisa Cutia: several agencies, seeking employment (intern/apprentice) opportunities (primarily) for individuals with developmental disabilities from small pool of willing employers, in essence, competing – development of an ad hoc committee was mentioned as a way to coordinate efforts, not to exhaust or diminish business opportunities / discussed at Pre-CSB; propose to DD Subcommittee agency representatives, and other interested parties, establish ad hoc or separate employment committee – not associated directly with CSB to avoid any perception of conflict of interest; not all agencies seeking similar employment options are associated with CSB and its subcommittees – more logical for agencies seeking similar resolutions work together, apart from the LGU Agenda Item: Director’s Report – copy provided Mark Thayer CLINIC Staffing – Outpatient Clinic: Teresa Van Heusen has been promoted from Senior LCSW to Clinical Director of MH Programs, will attend CSB and MH Subcommittee meeting – now seeking to fill Teresa’s former position Electronic Medical Records: Medent went live July 1, looking forward to one system for billing and scheduling, improved reporting ability, etc. Certification review with Office of Mental Health (OMH) last week / both Clinic and Horizon House at the same time – will advise CSB of outcome Beginning of budget process – this year may be more difficult than prior years, as budget committee will be examining programs that are not State mandated – will advise CSB through process Office of Medicaid Inspector General (OMIG) – Originally formed to investigate and fine agencies guilty of fraud, waste and abuse – this audit, dating back 13 years, consisted of largely clerical type errors and fines for processes/rules that were not in place at the time of service – attorneys were hired, ---PAGE BREAK--- CSB Meeting – July 26, 2016 many long delays by State, three rebuttals, final report received June 3, County mandated to begin paying fines prior to hearing date October 6 and pending a separate meeting with representative from OMIG – first payment was taken from revenue, pay-back schedule will be a huge financial burden to the County and the Clinic – Madison and Thompkins Counties also in this process – will keep CSB advised COMMUNITY Innovative Readiness Training (IRT) event – Jackie Leaf: wonderful event, in addition to other services, there was a behavioral health representative – overall, extremely professional providers of service, positive remarks about service received, very busy event, some people turned away in final days – hoping to host event again in near future – Kathy Reynolds: Kudos to Jackie Leaf and others who worked and coordinated the event. Emergency Services Meeting – Mark: Dr. Kowalski will be leaving the hospital – “You have made a huge difference in this community. Communication has been exponentially better… there is accountability at the top…” There is now a coordination to ensure people are receiving services – and a roadmap to success – “We are really going to miss you… but it has been great to have you… and be able to forge a path to much better communication and coordination overall – Thank you very much.” Short term contract with Syracuse Recovery Services to provide evaluations in County Jail – through RFP, Family Counseling Services awarded long term contract to provide that service beginning August 16, 2016 – Legislature to vote on contract July 28. REGIONAL/STATE CNY Directors’ Planning Group – Cortland, Onondaga, Madison, Oswego, Cayuga and Oneida Counties  Involved in the creation of Hutchings Crisis Respite program – report to CNY DPG, provide oversight and support access to transportation, child care, etc. – operating near capacity – CNY DPG seeking input  Create other opportunities: avoid or shorten hospitalizations – planned respite options – mobile crisis service  Work with OASAS – develop proposal to provide crisis stabilization for people with addiction issues – encouraged by Governor’s office  July 1: Medicaid Managed Care (MMC) / enrollment in Health and Recovery Plans implemented – Conference of Local Mental Hygiene Directors working with NYS to monitor transition via Regional Planning Committees  Regional Planning Meeting 9/12-13, State Meeting 9/26-27 DSRIP – (Delivery System Reform Incentive Payment Plan) Ongoing process – August 11, 2:00 – generally meetings held at Cayuga Medical Center in Ithaca – RPU (Regional Planning Unit), Behavioral Health Subcommittee – August 10, 2:00 p.m., location TBD (generally held in Ithaca) Continue looking for crisis services providers – difficult as DSRIP funds only Medicaid adults – DSRIP trying to offer sign-on bonuses to agencies Innovations Grant through DSRIP Seven Valley Health Coalition (2-1-1) – Family Counseling Services (ERS) STATE – Governor Cuomo signed package relative to Opioid use (copy provided) Half-time position (peer) was funded: will work with Hospital, working out details, interviews have been conducted – help people after Narcan revival and encourage to seek help (Onondaga County has full time person, Madison and Cortland Counties have half time person each) – working out details OMH launched System of Care implementation July 1, 2016 OPWDD – with help from release of statistical data, previously denied – OPWDD changed categories relating to housing priorities  Cortland Elks Club co-sponsoring “Community Forum: Prescription Drugs and Heroin” – ReBecca Smith: CACTC will release results of surveys, Senator Seward will represent State, Drug Task Force, two people relating their personal situations affected by drug use and Narcan training at the end – July 27 @ 6:30 p.m. Agenda Item: Meeting Schedule: Next Joint meeting early in December – Mark will not be available for August and September meetings Agenda Item: Other Business Lisa Cutia: Many years ago there was a “Betty Hatheway Fund”; money from Betty Hatheway and from donors – Has been in a Certificate of Deposit for years – With advice from County Attorney Karen Howe, will seek way to fairly liquidate funds to close account – $12.6K balance (June 2016) with $17 interest earned since October 2013 – Jackie Leaf suggested applying money to something more significant that would benefit the largest number of people EDPRT which has been operating on donations of money, staff time, supplies, etc.) / Lisa will continue to explore options with guidance from County Attorney. Fran Burnham: MC ARC, partner with JM Murray will be holding Family Forum, Thursday, July 28, 5:30 to 7:30 p.m. to discuss State changes in vocational services for people with disabilities Next Meeting: August 23, 2016 Agenda Item: Adjourn Chair Lisa Cutia asked for a motion to adjourn  Motion made by Jackie Leaf, seconded by Donald Noble – meeting adjourned at 5:30 p.m. Minutes submitted by Gail L.
