Principal Engineer Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 PRINCIPAL ENGINEER DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for planning, coordinating, and directing the engineering activities of the County Highway Department. The incumbent is responsible for the design, investigation, construction, maintenance, operation and control of county engineering projects. The work is performed under the general direction of the Superintendent of Highways with wide leeway allowed for the exercise of independent judgment in carrying out the details of the work. Supervision is exercised over all subordinate engineering and clerical staff. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Directs, plans, coordinates, designs and oversees highway and bridge construction and maintenance projects; Assigns and supervises field and office work of subordinates; Oversees and reviews all work performed by engineering personnel; Provides project management on all federal and state funding projects; Plans, coordinates and directs the engineering activities of contract engineering firms including inspection and design; Interfaces with NYS DOT regarding state/county highway system issues, state bridge Inspection issues and state/county projects; Recommends and reviews planned alternatives and construction, assuring conformance with design and operational policies; Recommends and assists the Superintendent of Highways regarding investigation of accidents, area growth, traffic patterns and right-of-way issues related to proposed highway improvement; Assists the Superintendent of Highways in long-range planning of highway systems maintenance and capital improvement projects; Assists the Superintendent of Highways with the planning, solicitation and negotiation of contractual engineering agreements and construction contracts; Assists the Superintendent of Highways in budget preparation, engineering agreements and construction contracts; Supervises the maintenance of engineering office records; Prepares reports on engineering activities. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices of civil engineering; Thorough knowledge of modern methods, materials and techniques of highway and bridge construction; Thorough knowledge of applicable codes, laws, rules and regulations governing engineering design and construction; Ability to perform complex mathematical computations; Ability to plan, organize, coordinate, administer and evaluate the effectiveness of program plans and provision of services related to public works engineering; ---PAGE BREAK--- Principal Engineer Page 2 I 2 Ability to prepare budgets, operating reports and a variety of other reports relative to program activities; Ability to deal effectively with the public; Ability to establish and maintain effective working relationships with others; Ability to perform close, detail work involving considerable visual effort and concentration; Ability to communicate effectively both orally and in writing; Ability to plan and supervise the work of others; Physical condition commensurate the demands of the position. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree or higher in civil engineering, engineering technology or closely related field and four years of engineering work experience including highway and bridge design and construction, two years of which shall have been in a supervisory capacity; OR Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree or higher in construction technology, mechanical technology or closely related field and six years of experience as defined in two years of which shall have been in a supervisory capacity; OR An equivalent combination of training and experience as defined by the limits of and NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency. SPECIAL REQUIREMENTS: Possession of a valid New York State driver's license appropriate to the vehicles operated.
