Plan Administrator Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Non-competitive Adopted: 7/23/15 Amended: 9/19/17 PLAN ADMINISTRATOR DISTINGUISHING FEATURES OF THE CLASS: This position involves responsibility for administering the County Article 18B Assigned Counsel program and for administering the Indigent Legal Services grant program. The incumbent reviews and approves for payment all vouchers submitted by attorneys who have been assigned by the County or Family Court on local criminal courts or the Appellate Division to represent indigent clients under County Law 18B. The incumbent is responsible for preparing annual budgets for both the Assigned Counsel Program and the Indigent Legal Services Grant; and for preparing and submitting NYS reports, including the NYS Unified Court System report for the Representation of Indigent Defendants. The Plan Administrator works under the general supervision of the County Legislature and combined assign counsel plan committee. Supervision is exercised over staff assigned to the Assigned Counsel Office. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Reviews for accuracy and completeness and approves for payment the assigned counsel vouchers submitted by attorneys assigned to represent eligible clients; Screen applications for eligibility and conflicts of interest; Devise and utilize a flexible but objective method for determining the definition of financial eligibility; Maintains a current list of attorneys on the Assigned Counsel Plan and provides the list to all courts within the County; Supervises staff; Develops and enforces rules, policies guidelines and procedures with the Assigned Counsel Committee for the efficient, orderly administration of the Assigned Counsel Plan; Prepares and submits grant applications to the NYS Office of Indigent Legal Services; Administers approved grants; Reviews grant related contracts; Reviews and submits documentation for grant reimbursement; Prepares and submits the annual NYS Unified Court System Report of Representation of Indigent Defendants; Prepares annual budgets for both the Assigned Counsel Program and the Indigent Legal Services grant and monitors expenditures. FULL PERFORMANCE KNOWLEDGE SKILLS ABILITIES AND PERSONAL CHARACTERICTS: Thorough knowledge of the legal profession and its practices and procedures; Thorough knowledge of local government structure through knowledge of the Joint County/Bar Association Plan for Conflict Assignments; Interdepartmental and interagency relationships; Thorough knowledge of the local justice court system and County and Family Court system; Working knowledge of grant administration; ---PAGE BREAK--- Plan Administrator Page 2 I 2 Working knowledge of the principals and practices of budget preparation; Working knowledge of personal computers, database, spreadsheet and work processing programs; Skill and accuracy in the operation of an alphanumeric keyboard (speed not a factor); Knowledge, skill and ability to manipulate a variety of different software packages Microsoft Excel, Access and Word, e-mail, and web browsing); Ability to manage multiple priorities and deadlines under pressure; Ability to plan, assign, supervise and review the work of others; Ability to communicate clearly and concisely both orally and in writing; Ability to reason quickly and logically and make snap decisions in stressful situations; Ability to analyze and organize effectively; Ability to establish and maintain good interpersonal working relations; Ability to make logical, on the spot decisions regarding office policy; Ability to maintain high levels of confidentiality; Integrity and excellent judgment; Tact and courtesy; Physical and mental condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Possession of a license to practice law in the State of New York and have five years of experience in the field of criminal and family law and shall otherwise be a qualified, serious felony eligible and Family Court Act Article X eligible attorney as defined in Article VI E 1 and 4 hereof Cortland County/Bar Association Assigned Counsel Plan or possess commensurate experience, and shall have experience as an Article 18-B participant. NOTE: Plan Administrator cannot be a judge, county attorney, a public defender or legal aid official. The Plan Administrator shall not act as assigned counsel. Applicant shall be a county resident within 30 days of appointment.
