Fiscal Manager Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 8/26/11 Amended: 4/18/15; 1/17/18; 5/15/18; 3/30/21; 11/17/22 FISCAL MANAGER DISTINGUISHING FEATURES OF THE CLASS: The duties involve independent responsibility for the performance of complex professional accounting and related fiscal administration tasks. The Fiscal Manager is a department’s primary accounting position responsible for ensuring that all financial records and reports are carried out in the accordance with applicable accounting regulations and procedures. The work entails responsibility for independently maintaining all accounts in proper balance and for producing and analyzing periodic financial management reports. The work is performed under the general supervision of a department head or their designee with broad leeway allowed for the exercise of independent professional judgment. Supervision is exercised over subordinate staff for assignment and review of work. Does related work as required. TYPICAL WORK ACTIVITIES (Illustrative only) Manages State and Federal Aid projects including writing resolution to accept agreements, award agreements and fund projects; Submits request for State and Federal reimbursement; Devises and implements accounting and auditing systems to provide complete and accurate financial records of a departments’ financial transactions; Ensures the proper application and use of the County accounting systems and procedures; Monitors and administers the financial records of a County department; Prepares a department’s annual financial report; Submit vouchers for reimbursements and close/balance at end of grant fiscal year; Assists the department head in the preparation of a program’s annual operating budget and application for grants by compiling and analyzing financial data; Prepares periodic fiscal and statistical statements and reports for agency use, or submission to State and Federal agencies; Compiles records and reports used by independent auditor and assists in his/her audit of the financial statements; Maintains ledger and journal accounts, takes trial balances and reconciles bank statements and accounts; Provides guidance and assistance in recording financial transactions and interpreting financial reports; Supervises and directs subordinate staff; Oversees the daily office operations, including answering budgeting and general departmental inquiries. FULL PERFORMANCE, KNOWLEDGE, SKILLS AND ABILITES: Thorough knowledge of modern governmental account-keeping practices and terminology; Good knowledge of the generally accepted accounting practices; Good knowledge of the terminology, practices and procedures of data processing system; ---PAGE BREAK--- Fiscal Manager Page 2 I 2 Good knowledge of office terminology, procedures and equipment; Good knowledge of business English; Good knowledge of federal, state and local laws and regulations which affect the accounting practices of local governments; Ability to monitor grants, including preparing budgets for each grant; Ability to develop, effectively implement, and maintain accounting systems and procedures in conformance with all applicable laws, rules and regulations; Ability to comprehend, analyze, and develop procedures to deal with unusual or complex accounting problems; Ability to comprehend and analyze problems in the input and output of computer information; Ability to understand and carry out complex oral and written instructions; Ability to prepare accurate correspondence and reports; Ability to read and understand financial statements; Physical condition commensurate with the demands of the position MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited or NYS registered college or university with a Bachelor’s degree or higher in accounting or related field and two years of full-time paid (or the equivalent part-time and/or volunteer) accounting experience; OR Graduation from a regionally accredited or NYS registered college or university with an Associate’s degree or higher in accounting or related field and four years of full time paid (or the equivalent part-time and/or volunteer) accounting experience; OR Graduation from high school or a high school equivalency diploma and six years of full time paid (or the equivalent part-time and/or volunteer) accounting experience; OR Any equivalent combination of training and experience as described in and above. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
