DWYER RESOLUTION NO. 348-03 ADOPT LOCAL LAW NO. 3 FOR THE YEAR 2003 AMENDING LOCAL LAW NO. 07 OF THE YEAR 2002 ALLOWING FOR A FIXED TERM OF OFFICE AND DESIGNATING COUNTY ADMINISTRATOR AS BUDGET OFFICER WHEREAS, Resolution No. 494-02 adopted Local Law No. 07 for the year 2002, estabUshing the Office of County Administrator for the County of Cortland, and WHEREAS, the Local Law stipulates that the County Administrator serves at the pleasure of the County Legislature; and WHEREAS, the Local Law does not specifically name the County Administrator as the Budget Officer but rather charges the Administrator with preparing the tentative budget; and WHEREAS, the County Legislature has appointed a County Administrator to a three-year term of office and wishes that position to have all of the powers and duties of Budget Officer as delineated in County Law, and WHEREAS, said Local Law has been in its final form upon the desks of the members of this Legislature at least seven calendar days exclusive of Sunday prior to this date, and WHEREAS, a Public Hearing hereon has been held before this Legislature after publication of notice thereof required by law, NOW, THEREFORE, BE IT RESOLVED, that Local Law No. 3 for the Year 2003 be passed and enacted.
