Housing Project Manager Page 1 I 2 Jurisdiction: City of Cortland Jurisdictional Class: Competitive Adopted: 2/24/69 Amended: 1/17/91 HOUSING PROJECT MANAGER DISTINGUISHING FEATURES OF THE CLASS: This is an important administrative and executive position involving the overall professional and administrative direction, planning, and management of a housing authority. Incumbent serves as the principal advisor to the Board of Commissioners on all problems of management and acts on behalf of the Board of Commissioners on a variety of administrative matters. Direction is exercised over all subordinate staff members. Work is performed under the general direction of the Board of Commissioners and is subject to review. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Executes all orders and resolutions of the housing authority relating to the development, management, and operation of a project; Develops and recommends administrative policies, procedures, and regulations; Advises and consults with Board Officials on management and personnel problems; Directs the development, preparation, and administration of the Authority's operating and capital budgets; Makes regular and special inspection tours of the projects; Interprets and carries out Housing Authority policy, refers questions of law to the Housing Authority Counsel; Supervises all maintenance repairs and operational activities of a project or any properties under the jurisdiction of the Authority; Acts as secretary to the Housing Authority, if required; Represents the Board at conferences and meetings. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the principles and practices of public administration including overall management, budgeting, and personnel; Good knowledge of the US Department of Housing and Urban Development (HUD) regulations, the NYS Public Housing Law, and the local regulations affective Authority activities; Administrative ability; Ability to plan, coordinate, and supervise the work of a large professional and clerical staff; Ability to research and evaluate issues and operating procedures and to make recommendations for the improvement of Authority activities; Ability to develop long-range goals and projects and to coordinate the on-going activities of a variety of functional units including project management, rent subsidy programs, tenant selection, modernization and maintenance, construction, social services and data processing; Ability to make effective written and oral presentations; Ability to work with others; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Possession of a Master's Degree in Public Administration or Business Administration or related ---PAGE BREAK--- Housing Project Manager Page 2 I 2 degree and three years’ experience in a managerial capacity in public administration, public housing, human service organization, leased housing (Section 8 Program) or community development with emphasis on multifamily housing operations which shall have included responsibility for coordinating interdepartmental operations; OR Possession of a Bachelor’s Degree and four years experience in a managerial capacity in public administration, public housing, human service organization, leased housing (Section 8 Program) or community development with emphasis on multi-family housing operations which shall have included responsibility for coordinating interdepartmental operations; OR Possession of an Associate's Degree and six years experience in a managerial capacity in public administration, public housing, human service organization, leased housing (Section 8 Program) or community development with emphasis on multifamily housing operations which shall have included responsibility for coordinating interdepartmental operations; OR An equivalent combination of training and experience as defined by the limits of and above. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
