INSTRUCTIONS TO ALL HOLDERS OF CONTRACT DOCUMENTS Your attention is directed to the following interpretations of changes in and additions to the Contract Documents for the construction of the Jet-A Fuel Farm & 100LL Fuel System Upgrades project at the Cortland County Airport – Chase Field (N03). MINUTES OF PREBID CONFERENCE Cortland County Airport – Chase Field (N03) Jet-A Fuel Farm & 100LL Fuel System Upgrades Project Pre-Bid Meeting Minutes – February 20, 2018 10:00 a.m. I. Project Description: This project consists of, but is not limited to: • Supply and installation of a new, 10,000 gallon above-ground Jet-A aircraft fuel storage tank for the Base Bid. Add-Alternate No. 01 includes a 12,000 gallon above-ground Jet-A fuel storage tank instead of a 10,000 gallon tank. • Concrete slab • Concrete containment dike • Sump & sump pump • New electrical service and grounding system • Electrical and communications conductors/cable • New above-ground lighting (light pole and lights) at the fuel island • Emergency shut-off push-button switch • 24-hour fuel payment processing unit • Replacement of the 100LL fuel pump head/dispenser at the 100LL Fuel Island • All project related demolition, construction, trenching, pavement restoration and all other required work The aforementioned list is not comprehensive, but rather is an overall general outline of the scope of work. ---PAGE BREAK--- ADDENDUM No. 01 JET-A FUEL FARM & 100LL FUEL SYSTEM UPGRADES MJ/17807.06 III. Relationships A. The Owner: County of Cortland, New York B. Grant Agencies: New York State Department of Transportation C. Engineer: McFarland-Johnson, Inc. D. Contractor: To be awarded as a single contract with the County of Cortland, New York IV. Base Bid & Add-Alternate The work is divided into a Base Bid and Add-Alternate No. 1. The Base Bid includes all work as described in Item II above, and more specifically in the project plans, in the area immediately southwest of the airport’s Snow Removal Equipment Building and along the southwest edge of the aircraft ramp where the new Jet-A Fuel Farm is to be constructed, and includes a new 10,000 gallon above-ground Jet-A fuel tank. Add-Alternate No. 1 generally includes all of the work in the Base Bid and as described in in Item II above, but includes furnishing and installing a 12,000 gallon above-ground Jet-A fuel tank instead of a 10,000 gallon tank. V. Payment Items Please note that there are only two payment items in the Base Bid for this contract: Mobilization, Item S-699 and Jet-A Fuel Farm & 100LL Fuel System Upgrades. These are both lump sum items, and must include all work identified in the contract documents (plans and specifications). Please further note that there is only one item included in Add-Alternate No. 1: Item T-100-5.1A, 12,000 Gallon Jet-A Fuel Tank (Replaces 10,000 Gallon Jet-A Fuel Tank in Base Bid). VI. General Requirements: The Owner shall have the option of retaining any or all existing materials removed as part of this project. The materials not retained by the Owner shall be disposed of by the Contractor, in full compliance with all local, state and federal laws. VII. Field Office: No Engineer’s field office is required or included in this contract. The Contractor must furnish their own field office/trailer if desired. VIII. Contractor’s Schedule: The Contractor shall provide a construction schedule for all work activities. This schedule shall be submitted to the Engineer for review during the Pre-Construction meeting. IX. Please note well that time is of the essence for the completion of all work on this project. In addition, the Owner is heavily reliant upon the revenue from sales of 100LL/AvGas fuel. During the work on this portion of the project, the Contractor shall make every effort for the expedient completion of the work, minimizing down-time at the 100LL fuel pump. ---PAGE BREAK--- ADDENDUM No. 01 JET-A FUEL FARM & 100LL FUEL SYSTEM UPGRADES MJ/17807.06 Bidder’s attention is directed to Section 80-12.B.II Liquidated Damages, and more specifically the paragraph describing liquidated damages for the period of time beyond four calendar days that the 100LL system remains shut down. Aircraft fuel sales are critical to the livelihood of the airport owner. X. Additional Considerations/Topics – A. General Requirements for review ♦ Bonding and Insurance – the Contractor is directed to review the requirements for insurance and bonding. ♦ Prevailing Wages – New York State Prevailing Wage Rate project reference code (PRC) number and information is included in the contract documents. The contractor shall be required to pay New York State Prevailing Wage Rates, as shall all subcontractors. The Contractor shall be required for obtaining the most current New York State Prevailing Wage Rates. ♦ REQUIRED MINORITY AND WOMEN-OWNED BUSINESS ENTERPRISE GOALS REQUIRED BY NEW YORK STATE: Due to the specialized nature of construction on this project, the NYS Minority and Woman-Owned Business Enterprise (M/WBE) goals for this project are However, bidders are encouraged to subcontract to M/WBE firms whenever possible. Interpretations: Jim Dolan, McFarland Johnson, Inc. XI. Open Discussion and Tour of Fuel Facilities and Project Area • Clarification was provided during the meeting regarding the zero-percentage M/WBE participation goal. The zero-percentage goal was determined by New York State Department of Transportation, due to the specialty nature of aviation fuel project construction. The zero percentage M/WBE goal was not determined by the Airport Owner/Sponsor. • Field tour of the airport and project site took place immediately following the meeting. • Attendees examined the existing 100LL pump/dispenser. • Dan McLaughlin noted that the airport may wish to have new electrical conductors pulled to the 100LL fuel island, and that the overhead light at that site does not work. This could potentially be added to the project as a change order, but it will depend on budget. • Concerns regarding pulling new electrical cable to the 100LL island include the potential for the conduit to be crushed or compromised. • Attendees toured the proposed Jet-A fuel farm site, SRE building, location of the existing electrical panel where service to the new fuel farm will be provided, and area in front of the SRE building where the underground communications spare conduit is located. ---PAGE BREAK--- ADDENDUM No. 01 JET-A FUEL FARM & 100LL FUEL SYSTEM UPGRADES MJ/17807.06 3. QUESTIONS AND RESPONSES Bidders’ questions from the pre-bid conference and via email following the pre-bid conference are addressed in this Addendum:. Questions: 1. Can the bid date be extended beyond the current March 5, 2018 due date? A. Due to the schedule of this project and the need to order long -lead time equipment, the bid date will not be extended. 2. Can the 30 calendar day time of completion be changed to 30 working days? 30 calendar days is essentially 20 working days. A. Again due to the urgency of completing this project and the long lead time equipment involved, the 30 calendar day time of completion will remain the same. 3. The Jet-A tank sump is shown on the opposite corner of the tank from where the sump will be located in the corner of the concrete containment dike. Should the tank sump be relocated? A. The sump valve on the proposed Jet-A tank is only to be used for sampling and removal of water, and only small amounts of fuel should be removed using this valve. Therefore, the position of the sump valve on the tank is not required to be aligned with the sump in the concrete containment dike. 4. Question was asked regarding how to bid Add-Alternate No. 01. A. It was determined that the amount bid for Add-Alternate No. 01 shall be the difference in price between a 10,000 gallon Jet-A fuel tank and a 12,000 gallon Jet-A fuel tank
