David Guerrera (Cortland City PD), ReBecca Smith (CCHD, CCYB), Jamee Sobko Alexandra Huntington-Ofner Knolls (Legislator), Susan Thomas (Franziska Racker Center), Michele Gravel and Kimberly Corbett (JM Murray), Harold Baker (Go-Getters), Kathy Reynolds (Cortland School District), Fran Burnham (MC The Arc), Danielle Henck (Beacon Center) and Gail Spitzer (Secretary) Call to Order: By Chair, Lisa Cutia at 4:08 p.m. MINUTES Agenda Item: Welcome / Opening Remarks Lisa Cutia, Chair Lisa welcomed everyone, explaining this opportunity to gain insight into accomplishments and work being done in other Subcommittees and the CSB – the purpose of today’s meeting is primarily to review the 2017 Annual Plan which will be submitted on June 1, review and discuss top priorities Agenda Item: Introductions Agenda Item: Approval of Minutes Chair, Lisa Cutia asked for motion to approve minutes from the April 26, 2016 CSB meeting  Motion made by Aaron Baier, seconded by Marie Walsh – with no discussion, minutes were unanimously approved Agenda Item: 2017 Annual County Plan Mark Thayer Accomplish today: give an overview of the County’s priorities and needs – Subcommittees have been discussing during the last meetings – some new priorities, some more in depth detailing – in draft form, welcome and request input now or by email – new or edited Strategies – State agencies use submitted Plans when considering funding for initiatives 2.5 – Crisis goal – develop and enhance Suicide Prevention Coalition; State dedicating more resources 3.2 – Housing initiatives (emergency and transitional) 3.3 – Community need for drop-in center 5.6 – Regional Substance Abuse Crisis Center development, utilizing funding offered by OASAS Access – Mark: Maintain oversight to ensure people in need of service, through all disciplines, have access, in light of massive systemic changes; Managed Care, Health Homes (Don Noble: over last years, access to service decreased from a norm of 3 months to, at times, same day – largely due to hard work of people in this room.) Crisis Intervention – Mark: Crossing all disciplines, this has been a priority need for a very long time – support people in their own community – work being done locally, regionally and in a State level – coordinate varied funding streams – developed programs such as Emotionally Disturbed Person Response Team (EDPRT), Trauma Response Team without mandates or financial backing. Lt. Dave Guerrera – EDPRT Four annual trainings, to date – over half City PD completed, Sheriffs’ officers, SUNY Cortland PD, Homer PD – interest from other counties; considering regional joint trainings – use of force has decreased, officers more understanding, take more time – number of calls to police remain steady but outcomes are different Alexandra Huntington-Ofner – Suicide Prevention Coalition development – next meeting June 8 at Planning Department, 37 Church St; Garra Lloyd-Lester will attend to assist planning and development ---PAGE BREAK--- Joint CSB and Subcommittees’ Meeting Minutes – May 24, 2016 Employment – Michele Gravel and Kimberly Corbett, JM Murray – Employment Connection, Extended Supportive Employment, ancillary services some through contracts with DSS offering work experience – employment has slow growth relating to DD population – statistical information provided by Kim comparing local and State goals; meet or beat standards – Sheltered Workshop, transitioning to become integrated business model – Don Noble: How do we reach out to local employers? Kim: Business liaison, networking Chamber of Commerce, etc. – over 70 employers locally hire individuals with disabilities / Michele: Workshop had to de-certify with OPWDD, jobs open to everyone, must maintain a ratio, currently 133 individuals with employment plan (job coach) – by 2020, will not be able to provide Medicaid services in an integrated work environment Lisa Cutia: important to keep open lines of communication with Chamber of Commerce, etc. / Aaron Baier: previous discussion about creating an employment coalition – involve agency representatives, schools, businesses – devote more time to specific issues and work to find solutions involve all interested parties – Mark: employment coalition ad hoc group can report work to DD Subcommittee and/or CSB Kathy Reynolds: Poor turn out at the transition fair held at SUNY Cortland recently – districts invited, students invited, advertised – discussion about referrals continuing for students finishing high school Chemical Dependence – Lisa Hoeschele, Family Counseling Services: Medically assisted drug treatment now available in this community; important step forward – many options, i.e., ASI (now Syracuse Recovery Services), Beacon Center, Family Counseling Services – FCS offering Soboxone and also involved with Vivitrol treatment for inmates in the jail – very positive transition – collaborative efforts in community / cooperation with Cortland Regional Medical Center – Need for more discussion about prescription drug use (bring back forums to talk with primary care physicians – possibly approach Seven Valley Health Coalition about hosting another event) – since 2010 “drug take back” program has collected 12,543 pounds of medication, April 30 event collected 1,740 pounds of medication, even with presence of kiosks through County / “Shout out” to City PD for EDPRT training officers / Thanks to Mark Thayer for the progress made CRMC in coordination and cooperation – meetings are now very productive. Mark: Dr. Kowalski has been extremely instrumental in these changes / Lisa Hoeschele: FCS having a presence in two other Counties emphasizes the unique collaborations in this County Housing – Mike Pisa, Catholic Charities of Cortland County: Provided handouts; 1) Govern Cuomo’s announcement re: CCOCC Riverview Apartment project (mixed use housing) – anticipate completion by end of 2016 2) HUD 2016 PIT (Point in Time) numbers represent only those willing to report chronically homeless (highest number of 6 county region, because of lack of transitional housing – HUD cutting funding) 3) Article “HUD’s Shelter Cuts Could Prove Catastrophic” 4) “Continuum of Care Program” – Lisa Cutia: “Shout out” to Catholic Charities, affordable housing project at Riverview was made possible because of the vision and diligence of those at Catholic Charities, in spite of minimal funding in this smaller community – Mike Pisa: “Rapid Rehousing” – Catholic Charities hoping to participate in this program (short term assistance to help people through a difficult time). Don Noble, Mike Pisa and Aaron Baier: Discussion about housing limitations for people with developmental disabilities – emergency placement circumstances frequently result in relocation based on vacancies rather than consideration of logistics Next Meeting Dates: CSB – July 26 / MH Subcommittee – July 11 / DD Subcommittee – July 5 / CD Subcommittee – July 6 Adjourn: Lisa Cutia asked for a motion to adjourn the meeting  Motion made by Don Noble, seconded by Amy Hamilton – Meeting adjourned at 5:15 p.m. Lisa and Mark thanked everyone for attending No June meetings NOTE: Minutes available upon request as posting to County website currently unavailable: Contact Gail Spitzer: Minutes submitted by Gail L.
