Local Government Institute NYS Dept. of State Training for Local Officials Sponsored by the Cortland County Planning Department March 12, 2018 z Monday z 4:30 – 9:00 p. m. Cortland County Office Building 60 Central Ave. Members of Zoning Boards of Appeals, Planning Boards, Elected Officials, Municipal Attorneys, Code Enforcement and Zoning Enforcement Officers and others are invited to attend these training sessions. Questions are encouraged. PRE-REGISTRATION: Please return the registration form; call the Cortland County Planning Department at (607) 753-5043 or email by March 5th to register so that we can better plan the arrangements for the evening. A small “Donation” of $10 is requested to attend these sessions to cover food/beverage costs. CONTINUING EDUCATION: Please note that AICP and continuing legal education credit is not available for any of these sessions. Code officials may submit the sessions as professional development electives. Additional information is available from the Department of State at (518) 473-3355. Case Law Update for Planning and Zoning 4:30 – 5:30 p.m. Recent cases that pertain to land use will be summarized and the implications of them on land use regulation at the local level explored. Opinions by the New York State Attorney General, Office of State Comptroller, and Committee on Open Government that pertain to land use and local governance will also be reviewed. Hot Button Land Uses 6:00 – 7:45 p. m. Local governments are not able to regulate all uses the same way: some uses have special statutory protection or rules established through case law and require special consideration, such as religious uses, mining, and telecommunication facilities. Other uses might be new to the local officials attempting to regulate them, such as solar energy facilities, barn weddings, and short-term rentals. This course is an overview of some of the land uses that many local officials find challenging, along with the statutory rules and case law associated with them and options for regulating them. Aging in Place 8:00 – 9:00 p.m. Is your community ready for its aging Baby Boomers? With our growing population of older residents, are local steps being taken to ensure that they can live independently for as long as possible? What makes a community livable for older citizens benefits people of all ages and physical abilities? This presentation provides land use planning and regulatory tools to help people in your community to age in place. Topics include a variety of housing choices, accessory dwelling units, Golden Zones, and senior friendly sidewalk and street designs.
