CSB Meeting January 26, 2016 COMMUNITY SERVICES BOARD OF CORTLAND COUNTY January 26, 2016 4:00 P.M. ROOM 304 – COUNTY OFFICE BUILDING Members Present: Lisa Cutia-Chair, Christopher Hyde-Vice Chair, Aaron Baier, Christopher Driscoll, Donald Noble, Jackie Leaf, Lisa Hoeschele, Marie Walsh, Michael Johnson and Tadeus Kowalski Members Excused: Jeff Beal and Linda Shutts Others Present: Mark Thayer (Director Community Services), Christopher Newell (Legislator), Shirley Cornell (Hillside Children’s Center), Frances Burnham (MC ARC) and Gail Spitzer (Secretary) Call to Order: By Chair, Lisa Cutia at 4:05 p.m. NOTES Organizational Meeting Business: 1) Appoint Clerk of the CSB and Subcommittees – Chair, Lisa Cutia – the Board will appoint a clerk for the coming year Motion made by Lisa Hoeschele to appoint Gail Spitzer Clerk, seconded by Christopher Driscoll – unanimously approved – Mark congratulated and Lisa Cutia thanked Gail 2) Officer Elections – Director, Mark Thayer: email inquiry sent to members to solicit nominations for Chair and Vice Chair of the Community Services Board – consensus of membership to continue current officers, if they accept - there were no other nominations – Both Lisa Cutia and Christopher Hyde agreed to continue if nominated – Lisa Cutia asked for a vote to approve Unanimously approved: Chair, Lisa Cutia and Vice Chair, Christopher Hyde 3) Verification of meeting day / time – Chair Lisa Cutia asked members if there were any other days, times for consideration of future CSB meetings – no other suggestions or cause to reschedule: Community Services Board meetings to continue: fourth Tuesday of the month at 4:00 p.m. Agenda Item: Membership Vacancy Discussions Currently three vacancies on CSB, Legislator, Christopher Newell nomination to be brought to the full Legislative body on Thursday, January 28, 2016 – In anticipation of this nomination approval, there will be two remaining vacancies – Chairs of the Subcommittees are encouraged to discuss serving on the CSB with their members – other membership possibilities were discussed – since all meetings are open to the public, participation of all interested parties is encouraged. Chart provided which lists all members, to highlight diversity (i.e. law enforcement, peer, consumer, agency representatives) and areas of representation need; i.e. consumers of MH service, parents of children with special needs, teachers, law enforcement. Lisa Cutia, helpful for individuals family members of people receiving services, etc.) to become part of the process and attend (CSB) meetings, express experiences, frustrations, show other perspectives Lisa Cutia – status of Subcommittees? / CD and DD Subcommittee, one vacancy each – MH Subcommittee full / Mark Thayer – Subcommittees will be holding Organizational meetings next week, elect chairs, etc. / Discussion about CD membership status, changes ahead – Lisa Hoeschele discussed possible changes between CD and MH members in the future Agenda Item: Approval of Minutes of December 15, 2015 Chair, Lisa Cutia asked for a motion to approve minutes of the Joint CSB/Subcommittee Meeting (Lisa commented on the Minute’s correct summations captured at the meeting) Motion made by Aaron Baier and seconded by Christopher Hyde, no further discussion, minutes unanimously approved Agenda Item: Director’s Report Mark Thayer Staffing – Outpatient Clinic: LMSW Clinician position open / Dr. Campagna on maternity leave until May (will ask Legislature for temporary, part-time Nurse Practitioner position) / Lisa Busby, part-time clinical director (who has done a fantastic job) will be leaving in the spring, will request of Legislature (and have budgeted) return to full-time position / new Electronic Medical Records system (Medent), anticipated by end of first quarter (Dr. Kowalski: CRMC uses both Medent and Med-tech) / Legislature still seeking options for County space to move Clinic (lease expires January 2017) Budget – Director Budget and Finance, Peggy Mousaw, requested writing off uncollected funds from past 15 years at MH Department Clinic/Day Treatment, for Legislative approval January 28, 2016, will be done annually in the future / Creation of liability account, apart from ‘general fund’ to hold State funds collected by County, requiring payback of unused funds / Contracting with Beacon Hill (took over Total Care, February 1) is largest Managed Medicare agency ---PAGE BREAK--- CSB Meeting – January 26, 2016 Corporate Compliance – annual training of CSB as oversight body to the MH Clinic, will be held at CSB meeting March 29, to include Policy and Procedures, presented by Nancy Smith, Corporate Compliance Manager of the MH Department – she will update and discuss the “self-reporting” and “self-disclosure” to Medicaid Office of Medicaid Inspector General (OMIG) Audit – Period 2005 to 2008 – attorney and auditor hired by County for rebuttal filed in 2011 – in 2015 OMIG established protocol which were previously not in place Alex Updates (Alexandra Huntington-Ofner had minor surgery and is doing very well and expects to return to work soon) / Suicide Prevention Coalition: working to coordinate uniform prevention training in schools (Columbia Suicide Prevention program), next meeting February 23 / SPOA: additional funding received from OMH, used to resource staff time for parent/partner to aid parents through CANS process and for HCBS Waiver Program (Dr. Kowalski asked if this could also be used to help hospital staff, by creating a type of flow chart to clarify referral options for adolescents being treated at CRMC, he and Chris Driscoll will work together) / Community Innovations Lab (student program at SUNY Cortland): Alex submitted proposal to develop tracking tool to utilize SPOA data / TAG: “May is Mental Health Month” T-shirt design competition, working on setting other events for May / Trauma Response Team: Don Noble, recently refresher class held (Discussion about ways for TRT to accept donations, can be funneled through existing non- profit organizations in Cortland; i.e. Seven Valley Health Coalition, Catholic Charities, etc.) Other Community – Meetings at CRMC relative to Balanced Incentive Program (BIP) / IRT Training: Jackie Leaf explained: Planning for military event July 18 to 27, large variety of free medical (and veterinary) services to be provided at Homer Middle School – local groups meeting to plan logistical coordination / EDPRT training: March 14 to 18, on Wednesday, March 16, community resource section, agencies encouraged to participate, contact [EMAIL REDACTED] Governor’s Executive Order on Homeless – discussion about practicality, liability, implementation and barriers CNY Directors’ Planning Group – This year $150K possibly used for “Mobile Crisis Intervention Services” to the region / Mark Co-Chair of Regional Planning Committee re: implementation of Medicaid Managed Care NY State oversight of DSRIP encouraging more local level participation (article attached) Governor’s Budget – Summary of relative points provided and discussed Agenda Item: Membership Survey results Lisa Cutia encouraged everyone to read over the survey results (copy provided) can be used as a tool by Subcommittees in preparation for the County Plan – some highlights include ideas about MH services for senior citizens, satisfaction with work accomplished and continued support of the Joint meetings Agenda Item: Other Business/Announcements: Aaron Baier, February 23 (8 to 10:00 a.m.) – Housing Consortium Quarterly Meeting, Main St., SUNY Cortland in Room 203 and Advocacy Trip to Albany for NYAPRS Legislative Day (all day). Lisa Hoeschele: Family Counseling Service will begin Medicaid transportation soon, two non-wheelchair lift vans, operating 9 a.m. to 3 p.m. – this service can be accessed by calling MAS, the normal channel and through Family Counseling Services Chair, Lisa Cutia congratulated Mark Thayer on his fifth anniversary (1/24) as Director of Community Services Next meeting: February 23, 2016 Planning Meeting: February 17, 2016 – 11:00 a.m. – Room 8 at the Mental Health Clinic Motion to adjourn made by Marie Walsh – Meeting ended at 5:20 p.m. Minutes submitted by Gail L.
