2018 CORTLAND COUNTY HIGHWAY DEPARTMENT SPECIFICATIONS AND BID FORM LIQUID CALCIUM CHLORIDE The bid shall be in conformance with the terms and conditions specified in the Advertisement for Bids, and shall also be in conformance with the following specifications. Specifications: 1. Bid prices are to be for material furnished and applied to any road in Cortland County by a distributor truck or trucks as required on a forty-eight hour notice, or for material delivered to the storage tank located at the Cortland County Highway Dept. Facility, 4267 Traction Drive, Cortland, NY 13045 on a twenty-four hour notice. 2. Successful bidder shall deliver a minimum of 1000 gallons for application by a distributor truck on 48 hours notice and a minimum of 3,500 gallons to the county storage tank on 24 hours notice. The bidder should be aware that delivery to the County storage tank will be required November 1 to April 1 only. 3. The bidder’s distributing equipment shall be modern pressure distributors designed, maintained, equipped and operated so that the Calcium Chloride material can be applied uniformly on variable widths of surfaces, up to twenty four (24) feet, at controlled rates per square yard. The distributor shall be equipped with a power unit for the pump so that applications are by pressure not gravity. 4. The bidder’s Trucks that deliver to the County storage tank must be capable of pumping into an above ground 4,000 gallon storage tank. 5. The Cortland County Superintendent or his representative shall designate the quantities of materials to be applied on all projects. 6. The bidder shall maintain offices at his location and have a dispatcher on duty from 7:00 AM to 5:00 PM Monday through Friday, except on legal holidays. 7. Each load delivered shall have a numbered delivery ticket showing date, road name or project, gallons, and application rate. Each ticket must be signed by bidder's driver and the County Highway Superintendent or his representative. 8. The County Highway Superintendent reserves the right to make any investigations or inquiries necessary to determine the competence and ability of the bidder to properly perform the work. If after said investigations the County Highway Superintendent is not satisfied that the bidder is properly qualified to meet all requirements contained herein and to perform all work in a satisfactory manner, he may recommend to the Highway Committee that the bidder be rejected as unsatisfactory. 9.
