Cortland County Burn Fund Inc. In Memory of Cristiana Marie Adams Mail Correspondence to: 66 Elm Street Elm Street, Cortland, New York 13045 Rev 02/2012 The Cortland County Burn Fund, Inc., in Memory of Christina Marie Adams shall be in existence as of January1, 1977 for the purpose of assisting residents of Cortland County Fire Department Contracted and/or Service Areas in the following areas: A. To provide financial assistance for medical expenses resulting from personal burn injury. Assistance may be made available ONLY after personal insurance has been exhausted, or where no insurance coverage is available. Request for assistance must be in writing, with copies of all unpaid expenses submitted to the Board of Administration for consideration. B. To provide funds and/or the educational tools for the prevention of Fire and Personal Injury due to fire. C. To provide funds and/or the tools necessary for the on-the-scene treatment of burns. These funds may be available to the Fire Department Rescue and/or Ambulance Squads in Cortland County or Fire Departments outside of Cortland County that service Cortland County residents. Funding of the Cortland County Burn Fund shall be donations and/or fund raising projects sponsored by the Burn Fund and/or approved by the Burn Fund. It is the goal of this organization that funds for education and/or tools necessary for on-the-scene treatment or burn injuries will help to prevent the use of funds for assistance in medical expenses. However, if and when this need arises, it shall be the intent of this organization to assist those in need in the most humanitarian manner possible. SECTION 1: This organization shall be known and designated as Cortland County Burn Fund, Inc., in Memory of Christina Marie Adams and shall consist of, in the initial conception, all the Fire Departments in Cortland County and their contracted and/or Service Areas. SECTION 2: “Membership” - Membership is open to all Fire Departments and Auxiliaries within Cortland County. Each department will designate two members of their department to serve as their districts co-chairpersons. In turn that department or chairperson may select as many alternates to the organization as they feel necessary. Membership is also open to any individual, service organization and/or church group in Cortland County, and/or Service area. ---PAGE BREAK--- Cortland County Burn Fund, Inc., in Memory of Christina Marie Adams (Rev 2/2012) pg.2 SECTION 3: “Voting” - All members registered on the current membership list of the secretary shall have one vote on all items to be voted on. All motions shall require a second and will be carries by the majority vote of the membership present. SECTION 4: “Election” - Election of Officers shall be held annually and shall consist of electing a President, Vice-President, Secretary, and Treasurer. SECTION 5: “Meeting” - Meeting will be held the third (3rd) Monday of January, March, May, June, September, and November, or the same month as the Cortland County Fire Advisory Board, or as needed to ensure the growth of this organization. The place and time will be announced at the previous month’s meeting. Special meetings will be made at the discretion of the officers. SECTION 6A: “Disbursement of Funds” - The Cortland County Burn Fund Inc., Board of Administration shall have the power to make the decision on the disbursement of funds for any financial assistance from the applications submitted for consideration. The board has the power to verify all data submitted on the application before a decision is made. A majority vote shall be required in order to disburse funds for medical assistance. It shall be the responsibility of the Board of Administration not to disburse more than one thousands ($1000.00). The entire membership has the authorization to over-ride the Boards one thousands ($1000.00) allocation for each claim or incident by a majority vote those present at the membership meeting. SECTION 6B: “Disbursement of Funds for Education and/or Fire Prevention” - All funding for the purpose of education and/or prevention should be made into a motion, seconded and carried by the majority of the membership present. SECTION 7: “Amendments” - When new by-laws and/or revisions to the existing by-laws, a majority vote of the membership present will be needed. The new or revised by-law will then be added or deleted from the existing by-law by the secretary. SECTION 8: The Cortland County Burn Fund, Inc. shall be registered with any agency within the Cortland County that the membership wished to register with. SECTION 9: “Bonding” - The treasurer of The Cortland County Burn Funs, Inc., shall be bonded for the protections of the Treasurer and the Cortland County Burn Fund Inc. SECTION 10: “Duties and Responsibilities of Elected Officers“: PRESIDENT: The President will chair all official and special meetings of the Cortland County Burn Fund Inc., in accordance with order of business. The President shall also serve as a member of the Board of Administration as Chairperson. ---PAGE BREAK--- Cortland County Burn Fund, Inc., in Memory of Christina Marie Adams (Rev 2/2012) pg.3 VICE-PRESIDENT: It shall be the duty of the Vice-President to carry out the business and duties of the President in his/her absence. SECRETARY: It shall be the duty of the Secretary to keep a correct and active role of all active members of the organization and to keep a minute of all meetings. In addition the Secretary shall perform any clerical duties as required by the Presidents and/or majority of the membership. It is shall also be the duty of the Secretary to receive any items that the organization accepts and store all in a safe and secure manner. TREASUER: It shall be the duty of the Treasurer to keep a correct account of all contributions received and pay all bills that have been authorized for payment by a majority vote of the membership. The treasure shall render a yearly written report of the organization’s financial condition at the Annual Election Meeting. The Treasure shall submit to the membership accounting of the financial condition at each regular meeting. SECTION 10: “Duties and Responsibilities of Appointed Officers and/or Committee Chair person“: Public Relations & Publicity Chairperson: The Chairperson of Public Relations shall be appointed by the President in January of each year. It shall be the duty of the Chairperson, in cooperation with the membership to publicize the Cortland County Burn Fund, Inc., to the best of his or her ability. Board of Administration: The Board of Administration shall consist of five members; The Elected Officers plus one at large number. At the Annual meeting, the President shall appoint one member at large. The President shall act as chairperson. The duty of the board is to disburse funds as set forth in section 6A. The President shall call meetings as needed, with at least one meeting per year.
