County Police Captain (Deputy Sheriff) Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended 7/15/08; 12/11/12; 8/30/13; 10/18/22 COUNTY POLICE CAPTAIN - (DEPUTY SHERIFF) DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for supervising the operation of a major division of the Sheriff’s Department. An incumbent is responsible for directing, training and evaluating the performance of subordinates in their duties and responsibilities. The work is performed under the general supervision of the Sheriff and/or Undersheriff with considerable leeway allowed for the exercise of independent judgment in carrying out the details of the work. Supervision is exercised over the work County Police Lieutenants-(Deputy Sheriff), County Police Sergeants- (Deputy Sheriff), and County Police Officers-(Deputy Sheriff). Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Supervises the investigation of crimes, accidents and other miscellaneous happenings; Supervises personnel detailed to serve all court orders; Supervises the administrative functions of a law enforcement division including the preparation of all required written reports, especially the necessary arrest and investigation reports; Directs activities to ensure the prevention of crime and the protection of life and property; Makes arrests of persons for violations of law; Enforces all laws and departmental rules and regulations pertaining to the employees and recommends remedial or disciplinary actions for inefficient, incompetent or unsuitable employees; Trains, directs, supervises and evaluates employees in their assigned duties; Participates in labor negotiations as requested and administers labor agreements; Supervises and operates telephone, radio, computer, and miscellaneous equipment; Conducts or assigns the investigators to internal affairs investigations; Supervises and participates in the (Cortland County Drug Task Force); Directs or delegates investigation of major crimes or incidents including the accident reconstruction team; Prepares and reviews policies and procedures; Coordinates activities with other police agencies; Researches law for various functions of the department. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices of modern law enforcement administration; Thorough knowledge of New York State Penal Law, Vehicle and Traffic Law, Criminal Procedures Law and other applicable laws, regulations and ordinances; Thorough knowledge of the principles and practices of criminal investigations; Thorough knowledge of local geography and roads; Good knowledge of the operation of law enforcement equipment; Ability to plan, organize, coordinate, administer and evaluate the effectiveness of program plans and provision of services related to the Sheriff’s Department; Ability to plan and supervise the work of others; ---PAGE BREAK--- County Police Captain (Deputy Sheriff) Page 2 I 2 Ability to understand and follow complex oral and written directions; Ability to operate law enforcement equipment; Ability to organize and conduct training activities; Ability to deal effectively with the public; Sound judgment; Physical condition commensurate to the demands of the position. MINIMUM QUALIFICATIONS: Two years of permanent competitive experience as a County Police Lieutenant (Deputy Sheriff). SPECIAL REQUIREMENT: Possession of a valid New York State driver's license appropriate to the vehicles operated. Failure to maintain a NYS driver’s license including driving privileges throughout employment will result in disciplinary action or dismissal. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
