Deputy Director of Information Technology Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 9/6/06 Amended: 10/27/22, 9/27/25 DEPUTY DIRECTOR OF INFORMATION TECHNOLOGY DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for assisting in administering and directing countywide information technology (IT) activities. The incumbent assists in planning, directing and coordinating all county IT operations and activities, establishing IT policies, procedures and standards, and coordinating and administering IT contracts. The incumbent also either directly provides or assigns IT personnel to provide technical assistance and advice to county departments regarding the identification and solution of a variety of data processing and systems design and analysis problems. The work is performed under the direction of the Director of Information Technology, with leeway allowed for the use of independent judgment in carrying out the details of the work. Supervision is exercised over the work of subordinate staff. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Establishes, reviews and modifies information technology policies, procedures and standards; Coordinates and administers contracts for information technology services provided by outside vendors; Assigns, directs, reviews and evaluates the work of subordinate technical staff; Provides or assigns staff to provide technical assistance and advice to county departments regarding information technology related problems; Prepares and monitors the department’s annual budget, and assists in preparing cost justifications; Provides for and/or arranges for a wide-variety of ongoing technical training for department personnel; Installs, modifies and maintains computers, servers, Active directory, local area network equipment as needed; Creates and maintains a variety of records and reports related to departmental operations; Attends training conferences and seminars as required. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of modern principles and practices of management information systems; Thorough knowledge of Help desk systems and customer support. Experience in computer configurations and deployment. Working knowledge of local area network equipment including personal computer hardware and software and peripheral equipment; Understanding of object-oriented and language oriented programming; Ability to plan, organize, coordinate, administer an evaluate the effectiveness of program plans and provision of services related to information technology services; Ability to prepare budgets, operating reports and a variety of other reports relative to program activities; Ability to plan and supervise the work of others; Ability to analyze and organize data and prepare records and reports; ---PAGE BREAK--- Deputy Director of Information Technology Page 2 I 2 Ability to understand and interpret complex oral instructions and/or written directions; Ability to establish and maintain effective working relationships with others; Ability to communicate effectively both orally and in writing; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Possession of a Bachelor’s degree or higher including or supplemented by sixty (60) credit hours in information systems management, computer science, information technology or a closely related field and two years of paid work experience in network administration or information systems administration; OR Possession of an Associate’s degree or higher including or supplemented by thirty (30) credit hours in coursework defined in and four years of paid work experience in network administration or information systems management; OR Possession of a high school diploma or equivalency diploma and six years of paid work experience in network administration or information systems management: OR An equivalent combination of training and experience as defined by the limits of and or other experience that can demonstrate the ability to perform all duties. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
