Human Resources Assistant Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 1/1/17 Amended: 7/6/22; 4/25/24; 2/23/26 HUMAN RESOURCES ASSISTANT DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for much of the day-to-day administrative functions of the Personnel Office. A Human Resources Assistant serves as a first contact for employees, municipal officials, department heads and the general public. Responsibilities include, but are not limited to, maintenance of various records and files, telephone contact, preparation of reports, roster record tracking, examination administration, etc. The incumbents acts in a supportive role to the Personnel Officer. The work is performed under the general supervision of the Personnel Officer with latitude given to carry out the details of the work. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Serves as general source of information for the various customers of the Personnel Department; Advises appointing authorities, the public and employees on various routine aspects of Civil Service Law, Rules, policies and procedures; Enters raw data and information from source documents into computer and manipulates computer program to provide finished letters and reports; Maintains an assigned section of the Personnel Department’s website; Reads, interprets and replies to various forms of written material; Prepares a variety of correspondence and reports concerning personnel transactions, policy and procedure; Performs routine maintenance of the County Personnel Department’s applicant database; Performs routine maintenance of the Personnel Department’s paper based filing system; Performs roster/position control tracking; Drafts and distributes examination announcements; Assists in exam administration including monitoring exams; Verifies information given by employees and applicants; Manages and tracks departmental vendor contracts, Performs office record keeping, accounts payable, supply and asset inventory control; Assists in the preparation of the departmental annual budget; Establishes and maintains Civil Service eligible lists including computation of seniority credits, veterans credits, canvassing and preparing certifications; Maintains employment histories and a variety of personnel files and records; May review civil service applications. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of office terminology, procedures and equipment; Good knowledge of methods and procedures used in records maintenance and the processing of personnel transactions; Ability to communicate effectively both orally and in writing; ---PAGE BREAK--- Human Resources Assistant Page 2 I 2 Ability to operate a personal computer and utilize common office software programs including word processing, spreadsheets and databases; Ability to organize and maintain accurate records and files; Ability to analyze and organize data and prepare records and reports; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Possession of an Associate’s degree or higher and two years of clerical experience which involved the operation of a computer for word-processing, database or spreadsheet applications; OR Possession of a high school diploma or equivalency diploma and four years of clerical experience which involved the operation of a computer for word-processing, database or spreadsheet applications; OR An equivalent combination of training and experience as defined by the limits of and above. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
