Family Support Services Director Page 1 I 3 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/2005 Amended: 11/17/2022, 9/22/2023; 2/23/2026 FAMILY SUPPORT SERVICES DIRECTOR DISTINGUISHING FEATURES OF THE CLASS: The work involves the management and oversight of the Family Support Services programs. Involves the development, coordination and administration of children and family Mental Health programs and services, including the licensed Children’s Mental Health Rehabilitation Services Program and the Respite Services Program. The incumbent develops policies and procedures in accordance with State and Federal laws, rules and regulations and ensures program compliance. Responsible for supervision over subordinate Family Support Services employees. The work is performed under the general supervision of the Director of Community Mental Health Services with leeway allowed for exercising independent judgment in carrying out the details of the work. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Develops, implements, and administers the Children’s Mental Health Rehabilitation Services Program and Respite Services Program; Interviews applicants for employment, making hiring recommendations; Training, directing, and evaluating the performance of subordinate employees; Direct supervision and clinically support to subordinate employees; Assists in budget development and monitors for fiscal responsibility; Prepares reports and documentation relative to the program services; Responsible for processing incoming referrals, including intake procedures and subsequent caseload assignment to employee; Responsible for ensuring timely, accurate and complete service documentation at the client and aggregate levels in systems; Facilitates clients’ access to behavioral health, support services, insurance coverage and other resources across the organization and through community resources; Models effective consumer service and problem-solving techniques; upholds a professional environment that promotes teamwork, excellence, and respect for clients, their families, coworkers, colleagues and others; Ensures service requirements are met including service objectives, work plans, performance measures, standards of care and budgets; Ensures adherence to all billing regulations; Monitors, evaluates, and promotes quality and performance outcomes; Reviews and evaluates program outcomes; Ensures contract requirements are met, including service objectives, work plans, performance measures, standards of care and budgets; Develops, reviews and updates policies, procedures and practices to promote effective, client- centered care, productivity, fiscal responsibility, safety, risk management, employee engagement and satisfaction; Upholds compliance efforts; Ensures confidentiality and privacy practices in accordance with agency policies, HIPAA and relevant laws, regulations and contractual obligations; ---PAGE BREAK--- Family Support Services Director Page 2 I 3 Participates as a member of the Department’s Management Team; Supports and promotes the organization’s mission by completing administrative and leadership duties and participating in committees and subcommittees, as required. Coordinates efforts to align with broader organizational goals; Collaborates internally and externally to maintain effective relationships; Participates in System of Care and community needs assessments, program planning, and resource allocation activities; Develops, evaluates and adapts programs in response to identified needs and opportunities; Represents the agency at community meetings and venues; Engages with organizations, businesses, etc. that may serve as points of entry or referral sources for clients to enter services; Strategizes outreach activities to promote services in the community. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of mental illness in children and youth; Thorough knowledge of modern principles and practices of children and family mental health program planning, development, implementation and administration; Thorough knowledge of the federal and state laws, rules and procedures relative to providing mental health services; Thorough knowledge of public and private agencies serving the program population; Thorough knowledge of mental health terminology relative to the program area; Ability to plan, develop, implement and evaluate programs; Ability to communicate effectively both orally and in writing; Ability to understand and interpret complex oral instructions and/or written directions; Ability to create and monitor a budget; Ability to operate a personal computer and utilize common office software programs; Ability to organize and maintain accurate records and files; Ability to analyze and organize data and prepare reports; Ability to establish and maintain effective working relationships with others; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Possession of a Master’s degree in social work, human services or closely related field and one year of experience that involved program administration of the delivery of support services, and supervision of subordinate staff; OR Possession of a Bachelor’s degree in social work, human services or closely related field and three years of experience as defined in OR An equivalent combination of training and experience as defined by the limits of and NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
