Early Intervention Specialist Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended: 6/19/09; 4/22/10; 4/1/13; 7/1/22; 11/2/22 EARLY INTERVENTION SPECIALIST DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for providing developmental intervention, screenings and/or evaluations to children from birth to three years of age and coordination of intervention services to children with developmental delays/disabilities and their families. The work is performed under the general supervision of a higher level administrator with leeway allowed to exercise independent judgement in carrying out the details of the work. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Assesses needs to restore or improve cognitive social and emotional functioning in children age birth to five; Participates in the development of individualized family service plans/ individualized education plans and plan curriculum; Coordinates services with other childhood treatment providers; Designs learning environments and activities that promote the child’s acquisition of skills in a variety of developmental areas, including cognitive processes and social/emotional interaction; Conducts developmental evaluations on individual children; Provides periodic review and assessment of children being served; Attends inter-disciplinary meetings to develop service plans and determine the type of programming a child would be eligible to receive; Prepares and maintains a variety of written records and reports such as evaluations and discharge summaries; Assists in developing and coordinating case-related in-service training; Meets with families to develop and coordinate individualized family care plans, this includes information gathering, providing program options, coordinating services, making referrals and maintaining records and documentation related to early intervention services; May represent the county in developing/implementing the individualized education plan. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices of special education; Thorough knowledge of children's special needs conditions and socio-economic factors affecting special needs/ disabilities; Good knowledge of community resources available to support or supplement the child’s plan; Ability to analyze and organize data and prepare records and reports; Ability to understand and empathize with the needs and concerns of others; Ability to establish and maintain effective working relationships with others; Ability to communicate effectively both orally and in writing; Ability to plan and schedule workload to maximize capacity; Physical condition commensurate with the demands of the position. ---PAGE BREAK--- Early Intervention Specialist Page 2 I 2 MINIMUM QUALIFICATIONS: Either: Possession of a Master's Degree or higher in Education from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees, and one year experience in working with children with special needs; OR Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s Degree or higher in Education, and two years experience as defined in SPECIAL REQUIREMENT: 1. Possession of a current New York State Certification as a Special Education Teacher or Teacher of the Speech and Hearing Handicapped. 2. Possession of a valid driver’s license is required. Failure to maintain a driver’s license including driving privileges throughout employment will result in disciplinary action or dismissal. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
