CSB Meeting August 23, 2016 COMMUNITY SERVICES BOARD OF CORTLAND COUNTY Meeting Minutes – August 23, 2016 4:00 P.M. ROOM 304 – COUNTY OFFICE BUILDING Members Present: Lisa Cutia (Chair), Christopher Hyde (Vice Chair), Aaron Baier, Jackie Leaf, Reynolds, Lisa Hoeschele, Marie Walsh, Michael Johnson, ReBecca Smith and Knolls Members Excused: Christopher Driscoll, Donald Noble, Jeff Beal and Tadeus Kowalski Others Present: Frances Burnham (MC ARC), Joanne Carruthers Alexandra Huntington-Ofner and Gail Spitzer (Secretary) Call to Order: By Chair, Lisa Cutia at 4:01 p.m. Agenda Item: Approval of Minutes of July 26, 2016 Chair, Lisa Cutia, asked for a motion to approve minutes Motion made by Knolls and seconded by Michael Johnson, no further discussion, minutes unanimously approved Agenda Item: Remaining Vacancies – CSB and DD Subcommittee Chair, Lisa Cutia, accepted motions to nominate as follows: Motion made by Lisa Hoeschele, seconded by Knolls: Reynolds as member of DD Subcommittee to complete the term of Jacquelyn Stegeland – Term expiration December 31, 2017 – unanimously approved Motion made by Marie Walsh, seconded by ReBecca Smith: Elizabeth Haskins as member of the CSB to complete an expired term – Full four year term to expire December 31, 2019 – unanimously approved This will be brought before the Health and Human Services Board. prior to full Legislative vote on September 22 Agenda Item: Introductions Agenda Item: Budget Narrative (provided by Mark Thayer) Joanne Carruthers Lisa Cutia explained that Mark Thayer is out of town but provided budget information. Joanne Carruthers, the Fiscal Office for the Clinic, has agreed to attend today to field any questions. Joanne: Increase 2016 to 2017 of approximately $90,000 (County share); of which $84,000 relates to salary and benefits already scheduled to occur – Lisa: OMIG audit updates? Joanne: PO submitted today to pay State $10,000 which is the agreed amount per month for the duration of the appeal process (from County’s contingency fund) – this will postpone interest accruals Agenda Item: Suicide Prevention Month (Flyer for September activity provided) Alexandra Huntington-Ofner September is Suicide Prevention month – Mark had requested Alex provide a brief overview of activities and community efforts – Walk: September 15, (4:30 to 6:30 p.m.) to begin and end at County Office Building Gymnasium, with tabling event at the end / Work is being done to help people access information relating to Columbia Suicide Rating Scale; tool which can be used by clinicians, law enforcement, probation officers and many more – there will be a free training made available by a grant awarded; times and dates will be announced / This year, American Foundation for Suicide Prevention supplied beads (at no charge) of different color; each having different meaning, i.e., loss of a child – will be used during the Walk / Video: short overview from Michael Hogan, former Commissioner of Office of Mental Health for New York State, now Principal of Public-Private Partnership Advancing the National Strategy for Suicide Prevention Agenda Item: Meeting Schedule approval: Orientation / Refresher Meeting – for new and existing members of Subcommittees and CSB – Tuesday, October 25, 2016 at 3:00 p.m. in Room 302 of the County Office Building (one hour prior to regular CSB meeting) Joint CSB / Subcommittees Meeting – second of the year – Tuesday, December 13, 2016 at 4:00 p.m. in the County Legislative Chambers – will take the place of all December meetings Dates seemed acceptable to those in attendance. Lisa encouraged everyone to attend and to share this information with the Subcommittees Agenda Item: Discussion – Provider update: Service Impact Medicaid Managed Care Lisa Cutia: During the Pre-CSB meeting, the topic Medicaid Managed Care implementation was raised. Since the process is just beginning, we would like to have agency feedback – still barriers, problems being resolved? Lisa Hoeschele – Family Counseling Services: majority of clients receiving MH services, already on Medicaid, transition relatively smooth – people receiving CD services, changed to “fee-for-service”, process going fairly well – FCS concerned about cash flow as several insurance companies withholding claim payments – bigger problem: in December 2017, Managed Medicaid companies are not required to pay APG rates-will not negotiate ---PAGE BREAK--- CSB Meeting – August 23, 2016 Marie Walsh – Catholic Charities: residential programs have not converted to Medicaid Managed Care billing yet and Health Homes is a separate entity – effects different from other Agencies as CCOCC trying to implement new programs, meant to benefit Home and Community Based consumers; behavioral health adults. The process to help someone receive HCB services is extremely cumbersome; yet only a fraction are authorized for services – uninspiring transition Lisa Hoeschele – Value Based Services; payments based on value of outcomes although not behavioral health outcomes; rather based on physical health outcomes (i.e. diabetes, high blood pressure, etc.) often fall outside purview – FCS has been trying to integrate services; bring in healthcare provider into FCS or adding clinical staff to medical office under DSRIP guidelines, yet each proposal prohibited by all NYS licensing departments (DOH, OMH, etc.) / FCS expanding into Binghamton area to regionalize and increase ability to negotiate with Managed Care companies Marie Walsh – there is a sense among behavioral health care provider veterans that these systemic changes are implemented guaranteed to fail – Lisa added that the ultimate goal could be to have all services eventually become “hospital based”. Discussion: DSRIP – contracts signed locally with no money received / Future of Medicaid Managed Care, problems receiving payments for claims submitted, feasibility of continuing to remain open due to cash flow problems Agenda Item: Other Business Lisa Cutia: Betty Hatheway Fund – approximately $12,000 – Attorney Karen Howe has not had time to review and make a determination as to the options. The original charter which outlined processes of the Fund are no longer feasible. Hoping to find a way to legally dissolve and use for good local uses. Aaron Baier: Employment coalition (ad hoc) – working with Kathy Reynolds and Chris Moore from High Schools, Kim Corbett with Employment Connection, and others – as part of October Disability Awareness month, create mentoring (job shadowing) day – trying to create other events, include other stakeholders and will update CSB of progress – Kathy Reynolds: this year school it is required to report transition information and update individuals goals and plans to transition, along with internships, etc. / Will continue to meeting Fran Burnham – The ARC from Onondaga, Madison/Cortland, Oneida/Lewis and Herkimer Counties – inviting all legislators to a “Legislative Listening Forum”, Thursday, September 29 from 6 to 8:30 at Vernon Downs Events Center – Brochure to be forwarded to Gail for distribution – Legislators will answer questions and speak to family members, individuals, citizens. Jackie Leaf – Seven Valley Health Coalition: September 8 – auditorium in County Office Building to discuss the importance of fluoridation of water, encourage everyone to attend and also to contact their legislators regarding the importance of fluoridated water – science supports safety and economic benefit / September Car Free Challenge – awards/prizes and a grand prize that is not a free car Kathy Reynolds – Cortland City School District is partnering with SUPAC (Syracuse University Parent Assistance Center) – hosting a series of parent workshops for any resident in Cortland County (also for people who work with people with disabilities) – focus on the special education process to answer any questions parents may have – first event September 24 – will forward poster to Gail to distribute ReBecca Smith – Cortland City School District, District Attorney’s Office and Family Counseling Services, presenting “The Tall Cop” from California – speaks about children and drugs, titled: “High in Plain Sight” (what you don’t know can hurt you). Discussion of drug culture, etc. September 21, 6:30 to 8:00 p.m., at the Cortland High School – flyer being finalized – will forward to Gail when completed to distribute. *ReBecca: difficulty getting parents to attend events, what can be done to encourage attendance – group discussed possible reasons and solutions; parents in denial their own children could be involved or don’t have time and hope school will provide enough guidance Next Meeting: September 27, 2016 Agenda Item: Adjourn Chair Lisa Cutia asked for a motion to adjourn Motion made by Michael Johnson, seconded by Aaron Baier – meeting adjourned at 5:10 p.m. Minutes submitted by Gail L.
