Director of Community Mental Health Services Page 1 I 3 Jurisdiction: Cortland County Jurisdictional Class: Non-Competitive Adopted: 10/20/05 Amended: 10/2/10; 10/31/22; 2/23/26 DIRECTOR OF COMMUNITY MENTAL HEALTH SERVICES DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for administering county-wide Community Mental Health Services and assuring proper implementation of the mental hygiene statutes. The incumbent is responsible for overseeing and monitoring outpatient diagnostic, treatment and treatment services and interventions offered to county residents by community service agencies to ensure compliance with Federal and State laws and regulations. The work is performed under the administrative direction of the County Administrator and the general direction of the County Legislature and the Community Services Board with leeway allowed for the exercise of independent judgment in planning and carrying out the details of the work. Supervision is exercised over the work of subordinate staff. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Plans, develops, coordinates and supervises the delivery of mental health services as mandated by Federal and State laws and regulations; Monitors community agencies providing mental health services by reviewing complaints regarding services, reviewing agency standards of practice relative to the laws and regulations, and collaborating with agency personnel regarding service goals; Directly operates and/or supervises county operated mental health services; Provides professional consultation to service agencies and community organizations; Conducts needs assessment studies to determine service needs and formulates a funding plan for the State Offices of Mental Health, Alcohol and Substance Abuse Services and Mental Retardation and Developmental Disabilities; Provides training on Federal and State laws and regulations, to community service agencies providing mental health services, to assure compliance; Conducts a variety of public relations activities designed to promote and increase public awareness and support of programs; Acts as a liaison between State officials and contract agencies by conducting site visits to ensure compliance with regulations and contract obligations, and reviews progress with corrective action plans when necessary; Participates in the development of budget for county mental health services by reviewing funding needs and incorporating it into budget; Maintains professional development by attending conferences, workshops and training; Prepares and/or supervises the preparation and maintenance of required records and report; May perform specialized mental health assessments or treatment functions; FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles and practices of sciences, community medical and social Thorough knowledge of mental diseases, diagnostic techniques and accepted modes of treatment; ---PAGE BREAK--- Director of Community Mental Health Services Page 2 I 3 Thorough knowledge of the community service agencies and social service agencies available; Knowledge of the Federal and State laws, regulations and mandates, which govern the delivery of mental health services; Ability to plan, organize, coordinate, administer and evaluate the effectiveness of program plans and provision of services related to mental health, mental retardation and alcohol and substance abuse; Ability to formulate a local government needs assessment for program areas; Ability to plan and supervise the work of others; Ability to establish and maintain effective working relationships with others; Ability to prepare budgets, operating reports and a variety of other reports relative to program activities; Ability to communicate effectively both orally and in writing; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS:* Either: Possession of current license to practice medicine in New York State and deemed board certified or board eligible in neurology, pediatrics; OR Possession of current license by the New York State Education Department to practice as a OR Possession of a Master’s degree or higher in social work and current license as a certified social worker by the New York State Education Department; OR Possession of a Master’s degree or higher in mental health nursing and current license by the New York State Education Department as a registered nurse; OR Possession of a Master’s degree or higher in rehabilitation counseling, social work, public health administration, public administration, hospital administration, human service administration, business administration or other equivalent degrees as determined by a curriculum reviewed and approved by the New York State Education Department; AND five years of progressively responsible clinical and/or administrative experience in a governmental, private, not-for-profit or proprietary program providing services for people who have a diagnosis of mental illness, mental retardation, developmental disability, alcoholism or substance abuse. At least two of the five years shall include functioning in an administrative capacity for the management of a program in which the candidate was responsible for the overall direction and control of an identifiable organizational unit or program. Such experience shall be specifically related to the powers and duties of the director of community services in accordance with section 102.7, Mental Hygiene Law. NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. NOTE: The Inter-Office Coordinating Council, New York State Department of Mental Hygiene, must approve candidate qualifications prior to permanent appointment. NOTE:* Applicants who do not meet the minimum qualifications may be interviewed and considered for the position on a temporary basis provided that the Inter-Office Coordinating Council, New York State Department of Mental Hygiene, grants approval for the appointment.
