Jurisdiction: Village of Homer Jurisdictional Class: Competitive Adopted: 2-24-88 Revised: 4-22-13, 4-30-13, 11-19-15 VILLAGE POLICE CHIEF DISTINGUISHING FEATURES OF THE CLASS: This is an administrative position responsible for directing the law enforcement activities of a Village Police Department. The work involves planning, directing, coordinating, and reviewing law enforcement policies and procedures and related activities of a Village Police Department. The work is performed under the general direction of the Mayor and the Board of Trustees with considerable leeway for the use of independent judgement in maintaining high standards of performance. The incumbent exercises management and supervision over police and civilian employees of different ranks and responsibilities. Does related work as required. TYPICAL WORK ACTIVITIES: Plans and is responsible for the operation of the entire police department; Plans assignments for self and subordinates to achieve maximum police coverage; Formulates rules, regulations and procedures for the police department according to guidelines established by the Village Board; Supervises and participates in patrol duties in assigned areas; Supervises subordinates in all aspects of their duties in assigned area, and gives directions for the better execution of their work; Investigates or causes to be investigated, all resident complaints, criminal offenses, motor vehicle accidents and complaints of a civil nature; Investigates and makes arrests for violations of federal, state and local laws; Personally investigates and has primary responsibility for all complaints of a felony nature; Investigates all internal complaints regarding the activity of the Homer Police Department and refers to the Village Board for appropriate action where the necessity for such report is warranted or implied; Reviews activities and written reports of subordinate personnel; Prepares and maintains, or causes to be prepared and maintained, all necessary departmental records, reviews all records and reports for thoroughness and accuracy; Recommends the purchase of all necessary departmental supplies and equipment; Prepares or causes to be prepared, reports for federal and state agencies and for the village Board of Trustees; Maintains liaison with state, county and other local law enforcement agencies; Directs or causes to be directed, traffic at emergency scenes and public assemblies; Escorts or causes to be escorted, prisoners to court and to jail and has them properly booked on violations of law; Testifies in Vehicle and Criminal Court cases and before the Grand Jury. Insures that all departmental personnel are available for said testimony when appropriate; Maintains evidence to criminal proceedings in secure area to protect the chain of custody, presents all evidence to the appropriate court where it is necessary for successful prosecution; Maintains liaison with the Court and District Attorney’s staff; Maintains liaison with schools, businesses and community organizations and citizens on law enforcement topics; Dispenses information to the public regarding departmental policy and law and other information pertinent to the Village of Homer; Maintains or causes to be maintained, all departmental equipment; Gives periodic instruction to subordinates on all aspects of law enforcement and departmental procedures, and updates departmental personnel on all changes affecting their duties; ---PAGE BREAK--- TYPICAL WORK ACTIVITIES: Con’t. Page Maintains good public relations with community members and is available to community organizations and members to assist with their needs; Prepares and submits an annual departmental budget to the Village Board: Attends meetings with the Village Board, updates members on current police activity, and attends other meetings as the Village board requires; Maintains communications with the Village Board and its Police Commissioners and works with them on matters of police nature; Assists the Village Board members as requested on matters that pertain to the safety and betterment of the citizens of the Village of Homer: Periodically reviews and suggests updates on Village Ordinances to the Village Board. FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the geography and buildings of the community; thorough knowledge of modern principles and practices of police work and administration; thorough knowledge of the New York State Penal Law, Code of Criminal Procedure, Vehicle and Traffic Law, local Laws, ordinances and regulations pertaining to police work; good knowledge of scientific methods of crime detection and investigation; the ability to set an exemplar ideal for subordinates to follow; ability to lead and direct subordinates and their activities; skill in the operation of motor vehicle, radar and breathalyzer equipment; ability to maintain cooperative relationships with municipal officials and general public; skill in the use of firearms; sound judgment and observation; dependability; excellent moral character; physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: A. Graduation from high school or possession of a high school equivalency diploma; AND B. Ten (10) years as a full-time paid law enforcement officer*; OR C. Four years as a full-time paid first level supervisory law enforcement officer*; OR D. Two years as a full-time paid second level supervisory law enforcement officer*; OR E. One year as a full-time paid third level or higher supervisory law enforcement officer*; OR F. Any equivalent combination of experience as described in A thru E above. SPECIAL REQUIREMENTS: A. Possession of valid NYS Operators License issued by the NYS Department of Motor Vehicles. *Note: The term law enforcement officer means an individual who is responsible for the prevention and detection of crime and enforcement of general criminal laws.
