Fire Captain Page 1 I 2 Jurisdiction: City of Cortland Jurisdictional Class: Competitive Adopted: 4/12/83 Amended: 7/20/88; 1/8/91; 12/20/94; 1/11/00; 9/13/16; 4/5/22 FIRE CAPTAIN DISTINGUISHED FEATURES OF THE CLASS: This is an important firematic position involving the immediate supervision of the activities of a small group for Fire fighters on an assigned shift or specific Fire Department Program or Division. The work involves the performance of fire fighting, fire prevention, and building and equipment maintenance duties. Although supervision is received from the Fire Chief or Assistant Fire Chief, there is some leeway allowed for uses of independent judgment pending the arrival of a superior officer at the scene of a fire. Code enforcement activities are performed under the supervision of the Assistant Fire Chief II. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Responds to all alarms occurring during a shift and assists a superior officer in determining the deployment of personnel and equipment; Supervises and participates in fire fighting and fire prevention work; Instructs subordinates in fire fighting methods and use of equipment; Supervises and participates in the maintenance and repair of equipment and buildings; Inspects multiple dwelling and commercial buildings for fire, building, health and safety requirements in accordance with orders and procedures from a superior; Receives calls for assistance by telephone, direct personal contact, or radio; Dispatches equipment and personnel in accordance with established procedures or orders from a superior; Maintains morale and reports breaches of discipline by subordinates; Supervises the cleaning, checking, and replacement of tools and equipment after a fire; Performs special fire watch duty at public assemblages and other locations as assigned; Responsible for the preparation of reports regarding activities and alarms during a shift. FULL PERFORMANCE KNOWLEDGES, SKILLS ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of modern firefighting and fire prevention principles, practices, and equipment; Good knowledge of the city’s fire prevention laws and ordinances; Good knowledge of the geography, building constructions, and major fire hazards in the city; Good knowledge of the safety precautions used in firefighting; Working knowledge of fire training techniques; Ability to maintain discipline; Ability to recognize fire hazards; Ability to lead and supervise subordinates, resourcefulness; Sound judgment in emergencies; Good physical condition. MINIMUM QUALIFICATIONS: Graduation from a regionally accredited or New York State registered two year college or university with an Associate Degree in Fire Prevention Technology or a ---PAGE BREAK--- Fire Captain Page 2 I 2 similar field and two years of full time paid, or its part time paid equivalent firefighting and fire prevention experience, six months of which must have been in a supervisory position. Graduation from high school or possession of a high school equivalency diploma and four years of full time paid or its part time paid equivalent firefighting and fire prevention experience, six months of which must have been in a supervisory capacity. SPECIAL REQUIREMENTS: 1. Candidates must be eligible for an operator’s license issued by the NYS Department of Motor Vehicles. Possession of the license at the time of appointment. Failure to maintain an Operator’s License after appointment will result in disciplinary action or dismissal. 2. Candidates are required to have a certification as a New York State Emergency Medical Technician (EMT) at time of appointment. Failure to maintain an EMT Certification after appointment will result in disciplinary action or dismissal. 3. Candidates are required to have a New York State Code Enforcement Certificate at time of appointment. Failure to maintain the New York State Code Enforcement Certificate may result in disciplinary action or dismissal. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
