Parking Enforcement Officer – City Page 1 I 2 Jurisdiction: City of Cortland Jurisdictional Class: Competitive Adopted: 10/14/68 Amended: 12/18/79; 7/6/00 PARKING ENFORCEMENT OFFICER DISTINGUISHING FEATURES OF THE CLASS: This is routine work involving responsibility for observing traffic and parking violations where the motor vehicle involved is not in motion, and the issuance of tickets regarding such violations. The employee will also perform standardized clerical tasks or assist in the performance of basic account keeping and clerical tasks requiring the operation of a typewriter/computer. Employees in this class are required to wear prescribed uniform type of clothing but do not perform general police officer duties. The work is performed under the general supervision of the Chief of Police or his/her designee. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Patrols assigned areas of the city making several tours daily checking for parking violations as pertains to overtime parking as well as restricted parking in said areas; Employee issues tickets for violations of overtime parking regulations, or for any offense involving a vehicle not in motion; Tactfully advises car operators as to the reasons for issuance of tickets; Observes and reports locations of parking signs in need of repair or replacement; Informs the public as to the location of public and private parking facilities and programs; Reports serious defects in streets and related matters requiring the city’s attention to the police department desk officer; Makes daily reports of activities; Collection of paid tickets from deposit boxes; May be required to appear and give testimony in traffic court regarding parking violations. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Working knowledge of the geography of the city and the location of the more important public and private parking facilities; Ability to learn the procedures and regulations involved in the enforcement of the City Parking Ordinances and the New York State Vehicle and Traffic Law in relation to standing violations; Working knowledge of office terminology, procedures and equipment; Working knowledge of business arithmetic and English; Ability to enforce ordinances and regulations with firmness and tact; Ability to understand and follow oral and written instructions; Good judgment; Mental alertness; Dependability; Honesty; Initiative; Good physical condition commensurate with the demands of the position.
