Geographic Information System Specialist Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended: 1/9/14; 11/17/22 GEOGRAPHIC INFORMATION SYSTEM SPECIALIST DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for the creation and maintenance of the Geographic Information System (GIS) for use in county and municipal planning. The work is performed under the general supervision of the Director of Information Technology or the Director of Planning. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Operates the department’s Geographic Information Systems; Develops and maintains GIS electronic spatial databases; Performs translation and conversion of data between various data platforms and Mapping projection systems; Performs Quality Assurance/Quality Control procedures for all data within the GIS program; Performs data analysis in support of professional staff activities; Prepares a variety of analytical and mapping products related to various County projects such as tax parcels, dispatch maps, thematic maps, natural resources, transportation and comprehensive planning programs which include physical and natural features, land use, infrastructure, community facilities and census data; Compiles data analysis for a variety of specialized studies of existing and potential land use, economic characteristics and business development, traffic, transportation and housing; Compiles data and prepares sketches with respect to the formulation, periodic analysis and revision of a county comprehensive planning program; Coordinates County GIS activities through assistance and training of other Departments and County municipalities in the development of a comprehensive Countywide GIS; Provides County departments and the public with digital data, custom maps and Databases; Communicates with County departments and the public to coordinate activities, Exchange information and resolve questions and /or concerns; Provides technical GIS training to staff within various departments of the County. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the Geographic Information System and its use in conducting spatial analysis in support of planning activities; Good knowledge of the purposes, principles, terminology and techniques employed in municipal planning; Working knowledge of the principles and practices of drafting and graphics as applied to planning assignments; Working knowledge of acceptable methods of data collection, analysis, and interpretation; Ability to analyze and organize data and prepare records and reports; Ability to understand and interpret complex oral instructions and/or written directions; Ability to perform close, detail work involving considerable visual effort and concentration; ---PAGE BREAK--- Geographic Information System Specialist Page 2 I 2 Ability to layout and develop graphic materials; Ability to communicate effectively both orally and in writing; Ability to deal effectively with the public; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree or higher in geographic information systems, geography, engineering/architecture, computer science, urban planning or closely related field and two years experience implementing and administering computerized mapping and assessment systems or GIS; OR Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree or higher in one of the above fields and four years experience as defined in OR An equivalent combination of training and experience as defined by the limits of and NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
