Assistant Bookkeeper Page 1 I 2 Jurisdiction: Town of Cortlandville Jurisdictional Class: Competitive Adopted: 06/09/2017 Revised: 09/14/2017 ASSISTANT BOOKKEEPER DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for the performance of a variety of moderately complex tasks in the preparation and control of the Town’s payroll. Other responsibilities will include learning, planning, implementing and monitoring accounting and fiscal management functions under the supervision of the Bookkeeper to the Supervisor. The incumbent in this position will learn to analyze and monitor program funds, grants and expenditures; maintains accounting systems; furnishes periodic financial reports; completing the payroll, and other related personnel reports; and may oversee account keeping activities completed by contract agencies. The work is performed under the general supervision of the Town Supervisor and Bookkeeper to Supervisor in accordance with established policies and procedures. Supervision of other is not a responsibility of this position. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Reviews payroll input documents for accuracy and completeness; Enters adjustments to computerized payroll system and maintains payroll master file; Prepares and computes abstracts for transfer of funds for payroll accounts; Compiles data and prepares periodic reports of payroll deductions such as social security, state and federal withholding, health insurance, and retirement; Accounts for monies collected and makes bank deposits; Processes benefit application forms and assists employees in obtaining answers to benefit related questions; Participated in the collection of payments and maintenance of records on taxes, and employee health insurance; Ensures the proper application and use of the accounting systems and procedures to provide complete and accurate accounting for an agency’s financial transactions; Prepares financial reports required by State laws and local rules detailing claims and expenditures; Performs cost and budget analyses, financial forecasting feasibility studies and other accounting tasks to aid in program efficiency and effectiveness; Assists the Bookkeeper to the Supervisor in preparing an annual budget as required; Assists the Bookkeeper to the Supervisor in maintaining ledger and journal accounts and balances and reconciles bank statements and accounts; Assists the Bookkeeper to the Supervisor in preparing periodic fiscal and statistical statements and reports for agency use, or submission to State and Federal agencies; Assists the Bookkeeper to the Supervisor in the preparation of service contracts by collecting and preparing statistical reports; Assists the Bookkeeper to the Supervisor and other staff on current fiscal and reporting requirements and control of expenditures; Assist the Bookkeeper to the Supervisor with coordinating purchases for specific department heads and other staff on current fiscal and reporting requirements and control of expenditures; Assist the Bookkeeper to the Supervisor in coordinating purchases for specific departments, verifies funds are available from appropriate accounts, assists in preparing requisitions and maintains ---PAGE BREAK--- Assistant Bookkeeper Page 2 I 2 list of qualified suppliers; Uses personal computer to make financial inquiries, maintain records and make financial analyses; Assist the Bookkeeper to the Supervisor in coordinating the maintenance of and preparing agency financial, payroll, personnel and attendance records. FULL PERFORMANCE KNOWLEDGE, SKILLS, AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles, practices and terminology of accounting; Good knowledge of financial administration including budgeting, purchasing and reporting; Good knowledge of modern office terminology, procedures, equipment and business English; Ability to develop and maintain accounting systems; Ability to prepare and analyze financial records, reports and statements; Ability to community effectively both oral and writing; Ability to operate a personal computer and utilize common office software programs: Ability to perform close, detail work involving considerable visual effort and concentration; Ability to establish and maintain effective working relationships with others; Ability to communicate effectively, both orally and in writing; Physical conditions commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited or New York State registered college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degree or higher and two years of accounting or auditing experience involving the maintenance of auditing of double entry books of business, including the general ledger, or in the maintenance of governmental agency books involving appropriation accounting and the preparation of budget and financial reports; OR Graduation from high school or possession of a high school equivalency diploma and four years of experience as defined in OR An equivalent combination of training and experience as defined by the limits of and NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
