Deputy Personnel Officer Page 1 I 3 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended: 09/01/15; 8/24/21; 10/27/22; 2/23/26 DEPUTY PERSONNEL OFFICER DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for supervising the various technical phases of personnel administration including position classification, recruitment, examination and personnel transactions. The Deputy Personnel Officer assists the Personnel Officer with administering the provisions of New York State Civil Service Law and County Civil Service Rules as they relate to the County departments and the towns, villages, school districts, City of Cortland and special districts under the jurisdiction of Cortland County Civil Service. The Deputy Personnel Officer acts in the absence of the Personnel Officer. The work is performed under the general supervision of the Personnel Officer with considerable leeway allowed for the exercise of independent judgment in carrying out the details of the work. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Supervises various phases of public personnel administration including, position classification, recruitment efforts, application review, examination administration, eligible list management, processing of personnel transactions, and employee civil service roster record management; Assists the Personnel Officer in the administration of the New York State Civil Service Law and County Civil Service Rules in towns, villages, school districts, special districts, City of Cortland and County departments; Provides education and information to department heads, supervisors, employees and the general public regarding the civil service process, civil service laws, and local civil service rules; Recommends jurisdictional classification changes for positions to the Personnel Officer and formulates resolutions for amending the County Civil Service Rules; Maintains County Civil Service Rules including rule text changes and appendices amendments, creating rules resolutions to send to State Civil Service for approval, conducts public hearings, ensures all necessary updates and changes are made, and communicates changes; Administers and oversees the examination, certification, and hiring process for Law Enforcement and Public Safety positions in Cortland County, City of Cortland, and Village of Homer to ensure compliance with Civil Service Laws and applicable NYS laws, rules, and regulations; Administers and maintains the County’s annual employee training program and develops training programs for new County supervisors and department heads, Develops and administers civil service training for the towns, villages, schools, special districts, and the City of Cortland to assist with improving compliance with public personnel administration requirements and Civil Service Law; Trains new Personnel staff on public personnel administration, civil service examination procedures, and department policies and procedures in relation to the full cycle of an individual’s civil service employment; ---PAGE BREAK--- Deputy Personnel Officer Page 2 I 3 Reviews the work of Personnel staff to ensure compliance with Civil Service Law, County Civil Service Rules, and applicable Personnel policies and procedures; Assists with recruitment initiatives, and attends job fairs and other community events to represent the department, educate the public, and bring awareness to civil service and careers in local government; Collaborates with department heads to assess workforce needs and formulate plans for filling future vacancies; Advises department heads on personnel laws and regulations and labor contract interpretations; Assists with various department or County special projects and initiatives by researching issues, gathering information, collecting data, connecting with internal and external networks, and preparing a variety of requested reports and documentation; Chair of the Employee Development Committee which oversees initiatives for employee wellness, training, and appreciation, as well as their associated budgets; Functions as a resource for the Personnel Officer and County Legislators in the negotiation of labor contracts and participates in arbitration hearings and grievance proceedings when necessary; Oversees the records management process to ensure compliance with the New York State Archives retention guidelines and requirements; Oversees the administration and maintenance of technology used by Personnel staff including social media, web applications, departmental HRIS, pre-employment, and civil service systems; Assists with operational analysis including evaluating the office work flow, continually reviewing processes and procedures, updating policies and forms, and making recommendations for continued process improvement and improving efficiency; Assists the Personnel Officer with completion of required annual audits, salary and benefit studies and surveys, state reporting requirements, 211 waiver applications, annual payroll certification, and annual budget preparation; May participate on various county-wide committees related to safety, workplace violence, crisis management, and labor management; May counsel employees experiencing workplace or personal issues and makes appropriate referrals to the Employee Assistance Program; May assist Personnel Officer with internal investigations and employee discussions relating to personnel issues; May serve as back-up to conduct new hire orientation tasks, examination facilitation, handling front office duties, incident reporting, and various other office duties in the absence of assigned Personnel staff; May attend legislative meetings to provide information or advice on matters concerning civil service administration or personnel issues; FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of New York State Civil Service Law and municipal rules; Good knowledge of position classification techniques, examination administration, and personnel transactions; Good knowledge of practices, policies, and procedures of public personnel administration; Good knowledge of the organization and functions of local government; Ability to understand and interpret complex oral instructions and/or written directions; Ability to plan and supervise the work of others; ---PAGE BREAK--- Deputy Personnel Officer Page 3 I 3 Ability to establish and maintain effective working relationships with others; Ability to communicate effectively both orally and in writing; Ability to develop, organize and maintain accurate personnel records and files; Ability to operate a personal computer and utilize common office software programs including word processing, spreadsheets and databases; Ability to deal effectively with the public; Ability to analyze and resolve complex problems; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Possession of a Master’s degree in public or business administration, labor relations, political science or closely related field and two years of experience in public personnel administration; OR Possession of a Bachelor’s degree or higher and four years of experience as defined in NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
