Senior Planner Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 11/1/77 Amended: 12/12/90; 3/14/01; 10/19/06; 11/1/06 SENIOR PLANNER DISTINGUISHING FEATURES OF THE CLASS: Employees in this class are responsible under general direction for specific phases of moderately difficult planning projects or may be in charge of a major phase of a more complex study. Projects involve grant writing and community planning on a municipal, county, metropolitan or regional basis. In a smaller planning unit the Senior Planner would be assigned projects calling for individual leadership to a greater extent than would be the case in large planning units. The class of Senior Planner differs from Planner by the increased responsibility for specific element of major studies or individual responsibility for projects of a lesser nature. Does related work as required. EXAMPLES OF WORK: (Illustrative only) Prepares and supervises the preparation of a variety of planning statistics; data, plans, designs, charts, records and reports; Prepares and supervises the preparation of specialized planning projects such as land development, transportation systems, community facilities, and others; Directs the collection, tabulation and analysis of data for use in connection with census statistics and population reports; Plans and conducts field studies and surveys; On occasion represents the planning agency at conferences of local government officials; Participates in meetings with civic and business leaders to determine regional and community planning needs; Researches, prepares and submits applications to procure non-reimbursable funding from federal, state, county and private agencies to assist in the County’s comprehensive planning program, Interprets legislation, directives, policies and procedures as they affect the acquisition of non- reimbursable funding and formulates plans and procedures designed to comply with these mandates, Develops and maintains contacts with grantor agency officials to maintain awareness of availability of funding, keep abreast of policy changes, and to facilitate the acquisition process, Monitors grant activities to assure compliance with various grantor requirements, Prepares necessary documentation to close out completed grants. FULL PERFORMANCE, KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the purposes, principles, terminology, and practices employed in municipal, regional or community planning; Good knowledge of the policies, procedures and techniques involved in obtaining non reimbursable funding; Good knowledge of zoning and subdivision practices; Good knowledge of current problems and literature in the field; Good knowledge of research methods and techniques; ---PAGE BREAK--- Senior Planner Page 2 I 2 Ability to prepare written grant proposals and reports; Ability to plan and supervise the work of others; Ability to understand complex oral and written directions; Ability to get along well with others; Initiative, resourcefulness and good judgment; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited or New York State registered college or university with a Master’s degree in Planning, Sociology, Economics, Urban Geography, Government, Public Administration or Statistics and one year of work experience that includes writing, monitoring or researching grants; OR Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s degree in Planning, Architecture, Landscape Architecture or Engineering and EITHER: two years of experience in municipal, regional or community planning or related work which shall have included or is supplemented by one year of work experience that includes writing, monitoring or researching grants; or completion of a program leading to a Master’s degree in Planning and one year of experience in municipal, community or regional planning or related work, which shall have included or is supplemented by one year of work experience that includes writing, monitoring or researching grants, OR An equivalent combination of training and experience as defined by the limits of and NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
