Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 1-1-18 ASSISTANT DIRECTOR, AREA AGENCY ON AGING DISTINGUISHING FEATURES OF THE CLASS: The position involves responsibility for assisting the Director with the administration, serving, and managing several federal and state programs utilizing seventeen different funding streams. The incumbent is responsible for planning, implementing, and monitoring accounting and fiscal management functions of the department. The incumbent also assists the Director through the planning and coordination of various services and programs for senior citizens. The work is performed under the general supervision of the Director, with considerable leeway allowed for the exercise of independent judgment in carrying out the details of the work. Direct supervision is exercised over all employees in the absence of the Director. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Provide direct program services as assigned by the Director; Assists the Director in planning, developing, and coordinating all programs and services provided by the Office; Assists the Director in the development of goals and objectives for the advancement, growth, modification, and resource allocation for all programs; Responsible for the oversight, and evaluation of personnel and contractors responsible for programs and overall management of program executions as assigned by the Director; Attends meetings as requested by the Director including legislative meetings; Interacts with other agencies, county departments, and not-for-profits on mutual projects or issues; Prepares reports to the State regarding individual programs Develops and implements accounting systems and procedures to provide complete and accurate accounting for the departments financial transactions; Maintains and analyzes financial statistical, demographic, and programmatic material to develop projections for program development, growth, modifications, and resource requirements and makes recommendations to the Director; Prepares financial reports and vouchers required by the State laws and local rules detailing claims and expenditures; Assists the Director with cost and budget analyses to aid in program efficiency and effectiveness; Assists in developing, reviewing, and administering the annual departmental budget; Develops procedures involved in relating expenditures and revenues to units of services rendered for programs, accounting for numerous local, state and federal funding streams covering multiple program functions; Develops accounting worksheets, financial reports, and program evaluations; Makes periodic reports to the Director on current status of expenditures and revenues; Controls and monitors all cash transactions of the department; ---PAGE BREAK--- DIRECTOR, AREA AGENCY ON AGING 2 FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of characteristics, needs and interests of senior citizens; especially as the relate to income, health, housing, recreation, nutrition, and transportation; Good knowledge of community agencies and facilities which can provide services for senior citizens; Good knowledge of administrative principles and practices and of their effective application to public agencies; Good knowledge of financial administration including accounting, record keeping, budgeting and reporting; Good knowledge of modern office terminology, procedures, equipment and business English; Ability to develop and maintain accounting systems; Ability to prepare and analyze complex financial records, reports and statements; Ability to learn and apply the regulations and policies of the County and NYS Office for the Aging as they relate to program and financial requirements; Ability to operate a personal computer with proficiency and utilize common office software programs; Ability to communicate effectively both orally and in writing; Ability to establish and maintain good working relationships with others; Ability to prioritize work and meet deadlines; Ability to pay close attention to detail; Physical condition commensurate with the demands of the positon. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Master’s degree or higher in social or behavioral sciences, public health, public administration, business administration, accounting, recreation education, gerontology, nutrition or related field and one year of full time paid experience in a community organization, including accounting experience involving the maintenance of financial records and supervisory experience, or Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Bachelor’s degree or higher in social or behavioral sciences, public health, public administration, business administration, recreation education, gerontology, nutrition or related field and two years of full time paid experience in community organization, including accounting experience involving the maintenance of financial records and supervisory experience. Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with an Associate’s degrees or higher in social or behavioral sciences, public health, public administration, business administration, recreation education, gerontology, nutrition or related field and four years of full-time paid experience in community organization, including accounting experience involving the maintenance of financial records and supervisory experience. ---PAGE BREAK--- An equivalent combination of training and experience as defined by the limits of and NOTE: One year of experience as described in or may be substituted for one year of formal education.
