Motor Vehicle Director Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended: 11/19/08; 2/18/14; 5/30/23; 2/23/26 MOTOR VEHICLE DIRECTOR DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for directing the activities of and supervising the work of all employees in the Motor Vehicle Department. The incumbent develops and recommends adoption of internal policies and procedures to provide and maintain the efficient operation of the department. Work is performed under the general supervision of the County Clerk in accordance with the provisions of the Vehicle and Traffic Law and procedures issued by the New York State Commissioner of Motor Vehicles. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Oversees the daily operations of the Motor Vehicle Department under the direction of the County Clerk; Reads, understands and applies laws and procedures governing operations which includes, but is not limited to, Motor Vehicles Law; Keeps abreast of new laws and changes to the Vehicle and Traffic Law as they pertain to the Department so that necessary changes can be initiated and effectively; Works with the County Clerk to formulate and implement departmental policies and procedures for the administration of the Motor Vehicle Department; Tracks and enters employee payroll and accruals; Implements new programs, procedures and methods in order to achieve better efficiency; Accounts for monies received in the bureau; Maintains financial accounts and records; Enters and retrieves data through the use of a computer terminal; Trains, supervises, evaluates and disciplines subordinate employees; Inventories supplies and coordinates purchases with vendors or the County Clerk; Assists the public and/or directs employees to assist in determining their need, answering questions and providing necessary referrals; Reviews, processes and supervises transactions, according to legal specifications and procedures; Collects appropriate fees; Supervises and oversees all office functions to ensure quality of service; Supervises and oversee subordinate employees to ensure work is performed accurately and efficiently; Assists in processing daily deposits and related financial records keeping, including managing bank accounts and reconciliations; Assists in financial management of the office including disbursing funds and preparing necessary reports; Performs all other duties and functions as requested by the County Clerk. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS: Thorough knowledge of pertinent sections of the Vehicle and Traffic Law as they relate to the issuance of licenses and registrations; ---PAGE BREAK--- Motor Vehicle Director Page 2 I 2 Good knowledge of modern methods used in keeping and checking financial accounts and records, including financial computer software; Ability to operate personal computer and utilize common office software programs including word processing, spreadsheets and databases; Ability to understand and interpret complex oral instructions and/or written directions; Ability to establish and maintain effective working relationships with others; Ability to plan and supervise the work of others; Ability to communicate effectively both orally and in writing; Ability to prepare correspondence and reports; Ability to perform close, detail work involving considerable visual effort and concentration; Ability to deal effectively with the public; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Possession of an Associate’s degree or higher and two years of clerical , account keeping or business experience, which must include at least one year of supervisory experience; OR Possession of a high school diploma or equivalency diploma and four years of clerical, account keeping or business experience, which must include at least one year of supervisory experience; OR An equivalent combination of training and experience as defined by the limits of and NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
