Deputy Public Health Director Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended: 2/10/09; 10/28/22; 2/23/26 DEPUTY PUBLIC HEALTH DIRECTOR DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for acting in the absence of and assisting the Director of Public Health in planning, developing, implementing and evaluating a county public health program. The incumbent plans and coordinates policies and programs within the Health Department and between the Health Department and other county departments. The incumbent also acts as a resource person for personnel within the Health Department regarding interpretation of Federal, State and local health regulations and other issues. Supervision is exercised over subordinate staff. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Assists the Director of Public Health in planning, organizing and directing a local public health program, including the identification, influence and treatment of disease and disease trends throughout the County; Acts on behalf of the Director of Public Health in his or her absence and assumes all administrative, operating and reporting functions normally performed by the Director of Public Health; Plans and coordinates policies and programs in conjunction with department divisions; Provides consultation for other county departments and/or community agencies on health- related topics; Interprets Federal, State and local public health and safety regulations; Acts as Compliance Officer by maintaining a compliance program for regulated entities within the Health Department; Plans, develops, implements and evaluates special public health projects; Assigns and directs the work of subordinates; Interviews prospective employees and recommends the hiring and dismissal of public health employees to the Director of Public Health’s action; Participates in labor-management meetings and serves as a member of management’s labor negotiating team; Prepares a variety of reports as required. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the practices, laws, rules and terminology of public health administration; Thorough knowledge of current public health programs, public health trends and legislation; Good knowledge of the practices, laws, rules and terminology relating to epidemiology and sanitation; Good knowledge of modern public health programs; Working knowledge of public information and public relations techniques; Working knowledge of the grant application process and monitoring; Ability to understand, issue and carry out complex oral and written directions; ---PAGE BREAK--- Deputy Public Health Director Page 2 I 2 Ability to prepare budgets, operating reports and a variety of other reports relative to program activities; Ability to plan and supervise the work of others; Ability to plan, organize, coordinate, administer and evaluate the effectiveness of program plans and provision of services related to public health; Ability to analyze and organize data and prepare records and reports; Ability to maintain a high standard of professional ethics; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Possession of a Master's degree or higher from a regionally accredited or NYS registered college or university in public health, nursing or a related field AND three years of administrative experience in a health-related organization or government agency; OR Possession of a Bachelor’s degree from a regionally accredited or NYS registered college or university in public health, nursing or a related field AND five years of experience as described in NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
