Public Health Sanitarian Trainee Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended: 8/7/09; 4/22/10 PUBLIC HEALTH SANITARIAN TRAINEE DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for applying physical, biological and social science principles to detect, evaluate, control and manage non-engineering aspects of the environment affecting public health. The incumbent performs environmental investigations and inspections and ensures compliance with applicable State and local sanitary laws, rules, codes and policies. The work is performed under the general supervision of a higher level Public Health Sanitarian. The incumbent may be assigned to lead the work of others on assigned projects. What distinguishes this position from a Public Health Sanitarian is the level of experience in performing environmental activities and therefore, also the level of oversight. Supervision is not a responsibility of this class. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Performs a variety of non-engineering public health inspections of public water supplies, food service establishments, private water supplies, private sewage disposal systems, bathing beaches, swimming pools, petroleum bulk storage tanks, residential housing and campgrounds; identifies sources of contamination and recommends corrective actions; Performs a variety of tests and activities to prevent disease and enhance public health; Performs a variety of investigations and prepares reports and recommendations based on the results of investigations; Performs inspections of permitted establishments and reviews and issues permits including permits, including permits for restaurants, food service vendors, children’s comps and other establishments serving the public; Performs animal bit investigations, interviews persons involved and advised on procedures to follow and issues notice of violation where applicable; Manages an environmental health program as required; Develops material to educate the public and enhance compliance with public health programs; Conducts educational programs and training sessions on environmental health regulations and procedures for a variety of audiences; Reviews and approves non-engineering plans for water supplies, sewage disposal, realty subdivisions, swimming pools and beaches, petroleum bulk storage and food service establishments; Assists local code enforcement officers in the evaluation of site location, design and development of private water and private sewage disposal systems and temporary and/or permanent residences; Interprets laboratory reports and bacteriological analysis; May testify at enforcement proceedings. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the natural sciences and mathematics; ---PAGE BREAK--- Public Health Sanitarian Trainee Page 2 I 2 Working knowledge of modern principles and practices of environmental health including inspection, investigatory and survey methods; Working knowledge of State and local sanitary codes, laws and regulations, Environmental Conservation Law and applicable provisions of the Agriculture and Markets Law; Working knowledge of educating and interacting with the public; Ability to conduct non-engineering environmental health inspections, investigations and surveys; Ability to deal effectively with the public; Ability to communicate effectively both orally and in writing; Ability to participate in assigned projects and lay-out work for others; Ability to prepare and deliver presentations in a clear, concise and articulate manner; Ability to analyze and organize data and prepare records and reports; Ability to understand and interpret complex oral instructions and/or written directions; Ability to operate a personal computer and utilize common office software programs; Ability to establish and maintain effective working relationships with others; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Possession of a bachelor’s degree or higher, including thirty (30) credit hours in the physical and biological sciences; OR Five years of experience as a Public Health Technician deemed satisfactory by the Director of Public Health. NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. Satisfactory completion of the appropriate training course approved by the NYS Department of Health within one year of appointment. 2. Possession of a valid New York State driver’s license is required. Failure to maintain a NYS driver’s license including driving privileges throughout employment will result in disciplinary action or dismissal.
