2018 CORTLAND COUNTY HIGHWAY DEPARTMENT SPECIFICATIONS AND BID FORM TREE & STUMP REMOVAL SERVICE 1.0 GENERAL WORK DESCRIPTION: This Bid Specification is for tree removal work on the County Highway System Rights of Way or on other County-owned facilities. The tree removal work will be near power lines, buildings, roadways and bridges. The Bidder, hereinafter referred to as “Contractor”, shall be required to provide all of the specified equipment, labor and materials necessary to complete all work as specified. 2.0 CONTRACTOR RESPONSIBILITIES EQUIPMENT The Contractor shall provide the following equipment to safely remove any tree, as specified by the Cortland County Highway Superintendent or his authorized designee, and bring the tree safely to the ground and to grind the stump of any tree so removed a minimum of six inches below existing ground elevation: 1. One bucket truck with a minimum reach of fifty (50) feet. 2. Necessary power saws and tools. 3. One single-man operated stump grinding machine All equipment proposed by the Contractor for this contract shall be approved by the Cortland County Highway Superintendent prior to being used on contract work. LABOR The Contractor shall provide as a minimum one bucket truck operator and one ground man to execute the tree removal and stump grinding work. The Contractor shall conform to Section 220 of the New York State Prevailing Wage Rates for Cortland County as provided by the New York State Department of Labor. The Prevailing Wage Rates can be found at: PRC#[PHONE REDACTED] The Contractor shall maintain appropriate payroll records on each employee and file a certified payroll weekly. Each payroll record must be affirmed as true under the penalties of perjury, which means a notarized signature to that effect. If during the period of the contract the Contractor is cited by the NYS Department of Labor for a willful violation of the laws and regulations applicable to the bidding process, pricing policies, or in any way applicable to the services or supplies rendered pursuant to this contract, the County shall have the option to deem the Contractor irresponsible and in breach of contract. CONTRACT AND INSURANCE If awarded the contract and prior to beginning any work, the Contractor shall be required to execute the County of Cortland’s Standard Contract Agreement and provide the County of Cortland proof of insurance coverage as listed in the Standard Contract Agreement. Notice is hereby given that Cortland County requires said insurance coverage by way of a Certificate of Insurance naming the County of Cortland as an additional insured party. All bids shall include all items listed in the “Checklist of documents for submission” found on page 1 of the Cortland County Standard Contract - 2018. WORK SCHEDULING: The Contractor shall provide the County with the name, and contact information to be contacted to schedule all work of this contract. The Cortland County Highway Superintendent, or his authorized designee, shall contact the Contractor and schedule the dates and times of tree removal work to be accomplished by the Contractor. If the County of Cortland cancels work prior to 7:00 a.m. on the day of scheduled work, there shall be no charge to the County. 3.0 COUNTY REPSONSIBILITIES The County shall be responsible for the following items: 1. The County shall schedule all work with the Contractor. 2. The County shall provide all traffic control during the time of the Contractor’s work. 3. The County shall dispose of all tree waste. 4.0 CONTRACT TERM AND EXTENSION OF BID PRICES: The prices bid here in shall remain in effect from May 1, 2018 through April 30, 2019 and thereafter until 30 days after receipt of written notice of a vendor’s intent to cancel or until public notice is published by the County of Cortland for the receipt of new bids for items mentioned herein. The County reserves the right to extend this contract, upon mutual agreement with the successful bidder, for three additional one-year periods. 5.0 METHOD OF MEASUREMENT The quantity of tree removal work to be paid for will be measured by the Half Day, Full Day or Hour, as scheduled and determined by the Cortland County Highway Superintendent, or his authorized designee. The quantity of stump grinding work to be paid for will be measured by the measured diameter in inches per each stump ground as specified. 6.0 BASIS OF PAYMENT Payment for Tree Removal will be made on the basis of the number of Half Days, Full Days or Hours of actual on site tree removal work performed by the Contractor with specified equipment and labor. Payment for Stump Grinding will be made on the basis of the number and diameter of stumps actually ground by the Contractor with specified equipment and labor. No separate or other payments will be made.
