ADDENDUM NO. 03 to the PROPOSAL CONTRACT DOCUMENTS for CORTLAND COUNTY AIRPORT – CHASE FIELD CORTLAND, NEW YORK JET-A FUEL FARM & 100LL FUEL SYSTEM UPGRADES February 28, 2018 NYSDOT P.I.N. 3903.08 MJ PROJECT NO. 17807.06 ---PAGE BREAK--- CONTENTS ADDENDUM NO. 03 JET-A FUEL FARM & 100LL FUEL SYSTEM UPGRADES Section Description TOC - 1 MJ/17807.06 01 Instructions 02 Questions and Responses ---PAGE BREAK--- ADDENDUM No. 03 JET-A FUEL FARM & 100LL FUEL SYSTEM UPGRADES 01 - 1 MJ/17807.06 1. INSTRUCTIONS TO ALL HOLDERS OF CONTRACT DOCUMENTS Your attention is directed to the following questions and responses, regarding the Contract Documents for the construction of the Jet-A Fuel Farm & 100LL Fuel System Upgrades project at the Cortland County Airport – Chase Field (N03). Please indicate receipt of this addendum (including date) on page C-5 of the Proposal Documents. ---PAGE BREAK--- ADDENDUM No. 03 JET-A FUEL FARM & 100LL FUEL SYSTEM UPGRADES MJ/17807.06 2. QUESTIONS AND RESPONSES The following sections represents questions received via email on Tuesday, February 27, 2018 and the Engineer’s responses to those questions: Questions: 1. There is no such thing as a 7.5 HP XP single phase electric motor. The largest single phase XP motor is 5 HP and there is only on manufacturer in the U.S. who makes such a motor: Baldor. See attached data package for this motor. A. While not shown in a catalog, a 7.5 HP motor for single phase electric is available. Model 37H597Y945G5, is available from Baldor. 2. Since there is only 5 HP available to operate the pump, the maximum flow rate of a Blackmer GNX2.5 pump is 125 gpm @ 40 psi discharge @ 660 rpm. See attached cut sheet and performance curve for this pump. In practice, we are so close to the 5 BHP draw for the 660 rpm curve, actual flow rate will be closer to 120 gpm to avoid tripping the breaker. A. Please see response to question 1, above. Providing the 7.5 HP motor will alleviate concerns with flow rates. 3. Meter must be furnished with air eliminator to meet Weights & Measures requirements. Pulser per specs. A. Agreed. Please provide the meter as described, and an integral air eliminator with the flow meter. 4. System must be furnished with Normally Closed, 2-Stage, XP Solenoid Valves wired to the Fuelmaster Credit Card reader. One solenoid valve per hose reel. A. Correct. The solenoid valves are shown in the project plans, on Drawing TD-02.. 5. The pressure control valve must be installed in the return-to-storage line and act as a back pressure relief valve to prevent build-up of pressure by the positive displacement pump. A. Correct. The external bypass is shown in the project specifications, under Positive Displacement Pump. 6. The design flow rate for underwing fueling may need to be downgraded to 80 USGPM since the pressure drop at 125 USGPM through 100 ft. of 1 ½” hose is 55 psi. The pressure drop through 75’ of 1 ½” hose is 41.25 psi. This is the maximum pump capacity with a 5 HP motor and does not include pressure loss through the filter (15 PSID when dirty) or other system components. At 80 USGPM, pressure drop through 75’ of hose is 24 psi x .75 = 18 psi which allows more leeway for additional system losses. ---PAGE BREAK--- ADDENDUM No. 03 JET-A FUEL FARM & 100LL FUEL SYSTEM UPGRADES MJ/17807.06 A. Please bid as designed and as shown in the project plans and specifications. NOTE WELL: Addendum No. 03 is the final Addendum that will be issued, and no further questions will receive responses, due to the bid due date of Monday, March 5, 2018 at 2:00 p.m. local time.
