Supervising Public Health Nurse Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended: 8/20/08; 6/19/09; 4/22/10 SUPERVISING PUBLIC HEALTH NURSE DISTINGUISHING FEATURES OF THE CLASS: This is a professional, supervisory position involving the supervision of a public health program(s). Under supervision of a higher level administrator, has responsibility to provide nursing services and supervise nursing practice to assure safe, effective and efficient comprehensive nursing care in homes, clinics, schools and other community settings. Supervises the work of assigned public health professional and/or auxiliary staff. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Assists in planning, implementing, coordinating and evaluating programs within the Department; Supervises professional practice to ensure a high quality of professional service and maintenance of Department standards; Plans and conducts formal educational programs for Department staff and the community; Assists in maintaining the proper utilization of the services provided to clients; Participates in surveys, studies and research in the field of public health; Assists faculty with the implementation of student programs; Reviews and compiles appropriate records and reports; Develops written policy and procedures in coordination with division head; Assists with Performance Improvement data collection; implements changes in operational practices based on data collection results and plans established by the division/department; Participates in communicable disease prevention efforts, including epidemiological investigations; Participates in public health program planning; Implements broad-based public health programs; Interacts with State personnel regarding program activities; Assists with the implementation of the County’s Emergency Plan, if needed. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILIITES AND PERSONAL CHARACTERISTICS: Thorough knowledge of current nursing practice and supervision; Thorough knowledge of the epidemiological approach to the prevention and control of disease and promotion of health; Good knowledge of Federal, State and local laws and regulations relating to public health and clinical programs; Working knowledge of the administrative organization of community facilities; Skill in application of nursing procedures and techniques of patient care; Ability to plan, motivate and supervise the work of others; Ability to develop and implement grant work plans; Ability to write reports, evaluations and procedures in a well-organized, cohesive format; Ability to apply educational theory as it applies to individuals and groups; ---PAGE BREAK--- Supervising Public Health Nurse Page 2 I 2 Ability to organize and deliver formal presentations; Ability to establish and maintain cooperative working relationships; Ability to perform duties in accordance with ANA Code for Professional Nurses; Acceptable physical and mental health to carry out the responsibilities of the position. MINIMUM QUALIFICATIONS: Possession of a baccalaureate degree in nursing from a regionally accredited or New York State-registered four-year college or university and two years’ experience as a public health nurse; OR Possession of a master’s degree in nursing and one year’s experience as a public health nurse. NOTE: For positions in the Certified Home Health Agency, two years of full-time paid experience or its part-time equivalent in home care is also required. NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency. License and current registration to practice as a Registered Professional Nurse in New York State. 2. Possession of a valid New York State driver’s license is required. Failure to maintain a NYS driver’s license including driving privileges throughout employment will result in disciplinary action or dismissal. 3. A Supervising Public Health Nurse must complete 15 hours of continuing education in public health and management related topics approved by the NYS Department of Health within the first year of employment in this title. NOTE: The minimum qualifications for this position are mandated under the New York State Sanitary Code §11.45.
