This document contains voter and poll worker educational material for over- votes and double-votes. The format, illustration style, and language are based on the materials in the double-vote consent decree. Information about over-voting is based on the error messages in the parties’ settlement. Materials for Voters This voter handout will be available at the polling place and in the privacy booths. ---PAGE BREAK--- Correct number of ovals filled in. This vote will count for John Smith under Party C Too many ovals filled in. Your vote will count for John Smith under Party A, not under Party C. Correct number of ovals filled in. This vote will count for John Smith Too many ovals filled in. These votes will not count Make sure your vote counts Look for the number of ovals to fill in for each contest. Check the number of ovals you have filled in If you fill in ovals for too many candidates in one contest, the scanner will display a message that you have an “Overvoted Ballot.” You can press “Return Ballot” to get your ballot back and correct it, or you can ignore the message and cast your ballot with votes that will not count. Check your ballot carefully – in some contests, the candidates are listed in two columns. Do not vote more than once for the same candidate In some contests, a candidate may be listed under more than one party. If you fill in more than one oval for a candidate in a contest, your vote will count for that candidate, but only under the party you selected listed first on the ballot. Materials for Poll Workers This educational flyer is for poll workers at the polling place, to ensure that all voters receive consistent information. ---PAGE BREAK--- Help voters make sure their vote counts If the scanner displays an error message: When a voter receives an error message on his or her voting machine screen and presses “Return Ballot" in order to change his or her ballot, you should follow these steps: • Hand the voter the Double-Vote/Over-Vote Notice provided by the State Board of Elections. • Offer the voter the opportunity to get a new ballot. • Direct the voter to the next available privacy booth. • After the voter has completed his or her new ballot, direct the voter to the next available voting machine. • All reasonable efforts shall be made so that the voters will not be required to wait in line again after requesting a replacement ballot. • All reasonable efforts shall be made to avoid looking at any voter's ballot selection(s) without an express request by that voter. Correct number of ovals filled in. This vote will count for John Smith under Party C. A message is displayed if a ballot contains overvotes (more candidates selected than indicated for a contest) The scanner will not display a message for double votes (more than one vote for the same candidate).
