LEGAL NOTICE ADVERTISEMENT FOR BIDS The Highway Committee of the Cortland County Legislature, Cortland, New York will receive sealed bids until 2:00 p.m. on April 4, 2016, at the Cortland County Highway Department, 4267 Traction Drive, Cortland, New York 13045 for the following Materials and /or Services: Abrasives for Snow and Ice Control Bituminous Concrete Bituminous Liquid Crushed Stone Diesel Fuel Gravel Heavy Rock Rip Rap In Place Recycled Pavement (Cold) Installation of Guiderail Posts Liquid Calcium Chloride Oil & Lubricants Pavement Crack Filling Retreaded / Recapped Tires Steel Snowplow and Grader Blade Edges Stone Filling Materials Tires & Tire Related Services Trucking of Highway Aggregates Transit Mix Concrete / Precast Concrete Blocks Unleaded Gasoline (87 Octane) 100LL Aviation Gasoline Bid Specifications, NYSDOL Prevailing Wage Statements, and other information for the above bid items are available on the Cortland County Highway Department Website at the following web address: http://www.cortland-co.org/Highway/index.htm under link entitled: “2016 Materials and Services Bids” Each envelope containing a bid shall be clearly marked with “Bid to Cortland County Highway Department”. Each envelope containing a bid shall be clearly marked with the name of the specific item(s) being bid. Bids may be hand delivered to the Highway Department Offices at the location mentioned above beginning at 8:00 a.m. local time on the day of the bid opening until the time of opening bids. Bids may be mailed using regular mail to the following address: Cortland County Highway Department 60 Central Avenue Cortland, NY 13045 Bids may also be “overnight” or otherwise shipped to the following address: Cortland County Highway Department 4267 Traction Drive Cortland, NY 13045 Bids that are mailed using regular mail must be received in the regular Highway Department mail delivery on the day of the bid opening. Bids received after this time will not be opened, and will be returned to the bidder. Such bids shall not be considered for award. ---PAGE BREAK--- Bids that are “overnight” or otherwise shipped must be received by 1:00 p.m. local time on the day of the bid opening. Bids received via “overnight” or “express” mail after this time will not be opened, and will be returned to the bidder. Such bids shall not be considered for award. It is the responsibility of the Bidder to check the above listed Website for Addenda to the Bid Specifications. The final date for posting Addenda to the Website will be 5 working days prior to the bid opening date. Questions regarding the Bid Specifications may be directed to Mr. Philip T. Krey, P.E., Superintendent of County Highways at (607) 753-9377. All Bids must be written in ink on the forms provided in the Bid Specifications for the item being bid. The County of Cortland is exempted from paying all State and Local Sales Tax. Bids shall not include any State and Local Sales Tax. A Tax Exempt document will be provided by the County of Cortland upon a request made by concerned parties. Unless specifically specified otherwise in the Bid Specifications for a particular Material or Service item being bid, the awarded bid prices shall remain in effect from May 1, 2016 through April 30, 2017, or until 30 days after receipt of written notice of the Vendor’s intent to cancel the bid pricing, or until 30 days after public notice is published by the County of Cortland soliciting new bids for the particular Materials or Services item. Certain bid item specifications contain a bid award / contract bid pricing extension clause for up to three additional one-year periods, upon mutual agreement of the vendor and the County of Cortland. Award of bids will be by Resolution of the Cortland County Legislature. Bid prices awarded by the Cortland County Legislature shall be extended to all other political subdivisions within Cortland County. Upon Legislature award of a bid, the County Highway Department may place orders with the bidder for materials or services as deemed necessary by the County Superintendent of Highways, or his designee. The bidder shall then process and provide the ordered materials or services in accordance with the Bid Specifications. An award by the County Legislature does not guarantee that any orders will be placed by the County of Cortland. The County of Cortland reserves the right to procure similar or identical materials from other vendors using other bid awards available to the County of Cortland (e.g. NYSOGS Contract Awards), if the County of Cortland deems this to be in its best interest. For bid items that specify materials to be supplied and placed by the vendor, in compliance with the provisions of Section 115 (Prevailing Rate of Wage), Public Law 627, the minimum wages paid laborers and mechanics are included in wage schedules that are set out in the NYSDOL Prevailing Wage Statement for the particular bid item. For bid items that specify materials to be supplied and placed by the vendor, it shall be required that the vendor execute the County of Cortland’s Standard Contract Agreement and provide the County of Cortland proof of insurance coverage as specified in the Standard Contract Agreement. Notice is hereby given that Cortland County requires said insurance coverage by way of a Certificate of Insurance naming the County of Cortland as an additional insured party. The NYSDOL Prevailing Wage Statements and sample Cortland County Standard Contract Agreement form are available at the following web address: http://www.cortland-co.org/Highway/index.htm under link entitled “2016 Material and Service Bids” The County of Cortland reserves the right to reject any or all bids, to waive any informality in any bids, and to award the Contract in the County’s best interest. The County reserves the right to make the award within forty-five (45) days after the date of the bid opening, during which period bids shall not be withdrawn. A signed Statement of Non-collusion and Waiver of Immunity must accompany each bid. A signed State Finance Law Section 165-a Certification must accompany each bid. Philip T. Krey, P.E.
