F A C T S H E E T What is BUSINYS? Building Skills in New York State (BUSINYS) is a New York State program that provides financial support for employer and local efforts to train workers. Businesses across New York State must ensure that their employees’ skills do not deteriorate or become “stale” in a competitive global economy. Knowledge is a key tool — your workers are as productive as their training equips them to be. Thus, workforce development has become a critical component of every business plan. How does the BUSINYS program work? BUSINYS uses Workforce Investment Act (WIA) funds to meet employer demands for skilled workers. The program will underwrite projects that solve workforce problems by addressing identified skill shortages in an industry or a single business and pro- moting upgraded skills for incumbent workers. How much money is available? Governor Pataki has allocated $20 million for the BUSINYS program. Individual applications may qualify for up to $100,000 in matching funds. There is no minimum award amount. What kind of training qualifies for funds? The program gives money to businesses to train the people already on their payroll in specific skills needed by that industry that will lead to career growth and higher wages. New employees are eligible if they are on the payroll when the application is submitted. The business must demonstrate that the training will give the workers transferable skills or an industry- recognized certification/credential. What are my chances? The State Labor Department has set aside funds for each of the 10 Labor Market Regions to assure that businesses in all parts of the state may benefit from the BUSINYS program. Your application will be rated on criteria relevant to the region where you operate — the importance of your business to the area and impact of the proposed training program on the local economy. How long does each contract last? We will award BUSINYS contracts for up to one year, with extensions at the discretion of the Department. Awardees must provide reports documenting the results they achieve. How will I receive funding? The Department will reimburse contractors for training program expenditures. Contractors must submit vouchers for reimbursement of costs that have been incurred and paid in accordance with an approved budget.
