Zoning Officer – City Page 1 I 2 Jurisdiction: City of Cortland Jurisdictional Class: Competitive Adopted: 12/05/00 Amended: 3/2/2015 ZONING OFFICER DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for assisting in the administration and enforcement of the local zoning ordinance. The work is performed under the general direction of the Mayor, with leeway allowed for the exercise of independent decision making in carrying out the details of the work. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Interprets and explains the requirements of the municipal zoning law to contractors, real estate agents and the general public; Assists applicants in understanding zoning process; Issues a variety of permits plumbing, heating, fence and demolition) in accordance with zoning ordinance, performs onsite reviews when necessary; Performs zone reviews on building permits, use requests and building area requests; Reviews building permit applications for completeness and conducts preliminary building plan review; Reviews all applications for compliance with flood plain requirements; Facilitates paper work for variance, special permits, sub-divisions and zone changes – denoting appropriate action/procedures that will be required; Works with a variety of boards, organizations, city departments, and committees to provide advice regarding issues under consideration (Zoning Board Appeals, Planning Commissions, FEMA, Architectural Design Review Board and City Clerk’s Department); Maintains accurate records of all transactions and activities including all applications received, permits and certifications issued, fees charged and collected, inspection reports, notices and orders issued. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Working knowledge of local zoning codes, ability to establish and maintain cooperative relations with public and public officials; Ability to read basic plans and specifications; Ability to prepare and maintain written records and reports; Ability to follow oral and written instructions; Good powers of observation, sound professional judgment; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Graduation from a regionally accredited or New York State registered college or university with a Bachelor’s Degree; OR Graduation from a regionally accredited or New York State registered two-year college or university with an Associate’s Degree and two years of full-time or its part time equivalent experience in building construction work or in a building trade such as ---PAGE BREAK--- Zoning Officer – City Page 2 I 2 carpentry, plumbing, electrical or related trades; OR An equivalent combination of training and experience as defined by the limits of and SPECIAL NOTE: Candidates for appointment in this class will be required to complete any mandated training as established by the Department of State. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
