Water Superintendent- Towns & Villages Page 1 I 2 Jurisdiction: Towns and Villages Jurisdictional Class: Non-competitive Adopted: 6/21/12; 9/10/2013 WATER SUPERINTENDENT DISTINGUISHING FEATURES OF THE CLASS: This is an administrative position accountable for the performance of the active regular on-site operational functions of a Type B water treatment plant without facilities for filtration which treats 2.5 million gallons per day or less and serves more than 1,000 people. Direct supervision is received from the Water/Sewer Administrator, but wide leeway is allowed for planning and coordinating work methods and responding to emergency conditions. This class is distinguished from Grade C Facility Chief Operator positions by the number of people served, and from Grade A Facility Chief Operators, by the fact that Grade B facilities do not have facilities for filtration. This class is distinguished form Water Treatment Plant Operator positions by the fact that this class has "responsible charge" of the operations as defined by New York State Sanitary Code. This is an important technical position involving the responsibility of safe and efficient performance of a variety of semi-skilled tasks in connection with the construction, maintenance, and repair of water mains, services and hydrants. Supervision is exercised over subordinate personnel. Does relate work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Supervises the operation of the plant to assure efficient and economical use of equipment, supplies, and manpower; Supervises and performs necessary tests for quality control of plant operations; Supervises and instructs plant operators and other subordinate employees in the safe operations of the plant and equipment; Maintains a variety of records and reports; Supervises and participates in the maintenance, repair, and installation of water mains, valves, and hydrants; Investigates complaints and coordinates repairs when needed; Maintains inventory of supplies, chemicals, and equipment; Takes samples of water for testing; May read industrial, commercial, and residential water meters and record. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES, AND PERSONAL CHARACTERISTICS: Thorough knowledge of the practices of used equipment required in the operation and maintenance of a water treatment plant without facilities for filtration; Good knowledge of the practices, tools, and equipment used in the construction, maintenance, and repair of water mains, pumps, service taps, pump stations, hydrants, and valves; Good knowledge of the operations of a modern water treatment plant; Good knowledge of the principles and applications of physics, chemistry, and bacteriology as they relate to water purification; Skill in the operation and repair of related mechanical and electrical equipment; ability to plan and supervise the work of subordinate staff; Ability to make routine laboratory and field tests for control of plant operations; Ability to understand and carry out oral and written instructions; willingness to perform manual labor task; Mechanical aptitude; ---PAGE BREAK--- Water Superintendent- Towns & Villages Page 2 I 2 Dependability; physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: For a water treatment plant without facilities for filtration which treats 2.5 million gallons per day or less and serves more than 1,000 people: Graduation from high school or position of a high school equivalency diploma and successful completion of an appropriate level Water Treatment Operator Course; And One year of operating experience at a water treatment plant; And Possession within one year of employment of a Grade II-B. Certificate issued under the provision of the New York State Sanitary Code.
