Youth Services Supervisor – City Page 1 I 2 Jurisdiction: City of Cortland Jurisdictional Class: Competitive Adopted: 10/15/80 Amended: 4/1/99; 5/5/23 YOUTH SERVICES SUPERVISOR DISTINGUISHING FEATURES OF THE CLASS: This is a professional position involving responsibility for planning, organizing, and supervising the delivery of various youth services such as youth employment, outreach, informal counseling, and special events. The incumbent is responsible for program development and administration while actively participating in various program components. This class differs from that of Youth Services Specialist by virtue of the increased responsibility for program development and the presence of supervisory responsibilities. The work is performed under the direction of the Youth Bureau Director and Assistant Youth Bureau Director. Administrative supervision is exercised over Youth Services Specialist, interns and volunteers. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Plans, organizes, directs, and evaluates the varied youth services programs; Seeks out youth in normal environments to establish supportive and cooperative relationships with them; Provides informal counseling to youth in a variety of settings including the youth center; Refers youths to appropriate public or private agencies to obtain specialized types of assistance; Meets with staff members to evaluate program goals and to assess needs on a regular basis; Prepares a variety of written records and records dealing with the activities of the Youth Services Division; Writes applications for State, Federal, and other grant funding used to improve the Youth Services Program; Meets with public and private agencies to discuss areas of concern and to coordinate services provided to youth; Speaks to various civic organizations to inform them of the Youth Services Program; Consults with the Youth Bureau Director and Assistant Youth Bureau Director to formulate policy and explore areas of concern. FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the problems, needs, and aspirations of modern youth; Good knowledge of the factors underlying juvenile delinquency and maladjustment; Good knowledge of the organization and conduct of youth oriented activities; Good knowledge of public and private agencies which provide youth services; Good knowledge of the principles, practices, and techniques of program planning and evaluation; Good knowledge of the principles and practices of administrative supervision; Good knowledge of adolescent behavior; Good knowledge of accepted consultation and interviewing techniques; Good knowledge of local socioeconomic conditions; Working knowledge of the sources of funds for the provision of youth services; ---PAGE BREAK--- Youth Services Supervisor – City Page 2 I 2 Ability to plan, coordinate, and direct the work of others; Ability to establish and maintain comfortable relationships with youths; Ability to plan, organize, and initiate youth services programs; Ability to meet the public and address groups effectively; Ability to prepare oral and written reports; Ability to secure the cooperation of others; Emotional maturity; Sound professional judgment; Willingness to work evenings and weekends; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: Graduation from a regionally accredited or New York State registered four year college or university with a Bachelor’s Degree in Sociology, Education, or a closely related field and one year of full time paid experience working with youth in character building, youth development, delinquency prevention, education or a similar field; or Graduation from a regionally accredited or New York State registered two year college or university with an Associate’s Degree in Human Services, Sociology, or a closely related field and three years of the above experience; or Graduation from high school or possession of a high school equivalency diploma and five years of the above experience. NOTE: Degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If the degree was awarded by an educational institution outside of the United States and its territories, applicant must provide independent verification of equivalency.
