Welfare Management System Specialist Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Competitive Adopted: 10/20/05 Amended: 10/27/10; 4/30/12; 4/1/26 WELFARE MANAGEMENT SYSTEMS SPECIALIST DISTINGUISHING FEATURES OF THE CLASS: This is a technical position responsible for assisting the department in the operations of the state automated systems for management of Social Services program data through the use of the Local and State PC Networks and the Welfare Management System. Work assignments depend on the daily needs of the program and include resolving technical problems in addition to providing training in the use of the systems. Supervision is exercised over the work of lower level employees performing application registration and other data entry work. Work is performed under the general direction of a Department Administrator with considerable leeway allowed for the exercise of independent judgment. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) In accordance with the Welfare Management System (WMS), scans source documents and transcribes selected data directly into the computer; Locates proper source data files and makes changes, additions, deletions or corrects errors; Maintains the CIN (Client Identification Number), Consolidation Report, and maintains terminal security of user accounts; Maintains the Benefit Issuance and Control Sub-System (BICS); Searches and extracts data from BICS, prints reports, and oversees daily backup of BICS systems; May assist with software installations and scheduled downloads; Assists staff in the proper use of personal computers and peripheral equipment; Provides support for computer operational activities (WMS, BICS, personal computers network); Provides E-mail and E-mail group support to the Department of Social Services staff; Provides assistance and support to Welfare Management Systems users; Calls the State or County Help Desk when assistance is needed; Performs minor maintenance on host printing equipment such as loading paper, lining up printers, and changing ribbons; May assist users in establishing user profiles, computer and printer configurations, and other computer-related needs; May add users to Exchange/Outlook E-mail configurations; Assists with development of and retrieval of various state database reports including Cognos; Maintains case number procedures and data; Assists with development of various Excel documents including data tracking and time sheets; Assists with inventory tracking including assignment of phones and iPads; May assist with the processing of program eligibility determinations and documentation in areas such as child welfare eligibility, HEAP, and daycare. ---PAGE BREAK--- Welfare Management System Specialist Page 2 I 2 FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Working knowledge of the computer principles, techniques, procedures and regulations as they apply to the Department of Social Services; Working knowledge of the capabilities and uses of computer hardware and software used by the department; Good knowledge of departmental programs and projects; Ability to instruct and to train others in the use of computer software and hardware; Ability to work well with others; Ability to supervise the work of others; Ability to understand and follow written and oral instructions and materials; Ability to work independently; Ability to learn, initiative, resourcefulness, tact; Ability to train computer users; Courtesy and sound judgment; Physical condition commensurate with the demands of the position. MINIMUM QUALIFICATIONS: Either: A. An Associate's degree or higher and two years paid computer experience utilizing the Welfare Management System; OR B. Possession of high school diploma or an equivalency diploma and four years paid computer experience utilizing the Welfare Management System; OR C. An equivalent combination of training and experience as defined by the limits of and NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency.
