Assistant Highway Maintenance Supervisor Page 1 I 2 Jurisdiction: Cortland County Jurisdictional Class: Non-Competitive Adopted: 10/20/05 Amended: 2/27/13; 10/01/13; 11/30/16; 10/25/18; 10/25/22; 11/3/25; 11/17/25 ASSISTANT HIGHWAY MAINTENANCE SUPERVISOR DISTINGUISHING FEATURES OF THE CLASS: The work involves responsibility for assisting the Highway Engineering and Maintenance Supervisor in planning, coordinating and reviewing the activities of work crews engaged in construction and maintenance of county roads, facilities and adjacent areas. The incumbent is responsible for the efficient and economical use of work crews, materials and equipment in the various construction and maintenance activities. The work is performed under the general supervision of the Highway Engineering and Maintenance Supervisor or higher level administrator with leeway allowed for the exercise of independent judgment in carrying out the details of the work. Supervision is exercised over subordinates. Does related work as required. TYPICAL WORK ACTIVITIES: (Illustrative only) Plans and schedules the activities of work crews and the use of materials and equipment in the construction and maintenance of roads and adjacent areas; Acts in the absence of the Highway Engineering and Maintenance Supervisor; Makes regular visits to work site to check progress and assists in resolving problems; Investigates complaints from the public regarding highways; Assisting in the coordination of snow removal and ice control activities within assigned area; Oversees all aspects of Dwyer Park including but not limited to personnel, maintenance, etc.; Prepares and maintains activity, cost and progress records and reports; Explains highway work plans to property owners; Confers with Highway Engineering and Maintenance Supervisor regarding personnel and equipment necessary for construction and maintenance projects; Provides training and participates in highway safety programs; Maintains written reports and records. May develop material and equipment specificaitons. FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the modern methods used in construction and repair of roads and adjacent areas including snow and ice control; Good knowledge of safety precautions used in highway construction and maintenance work, snow removal and ice control; Good knowledge of local geography and roads; Ability to read and understand sketches, blueprints and related road construction and maintenance plans; Ability to plan and supervise the work of others; Ability to understand and follow oral and written instructions; Ability to organize and maintain accurate records and files; Physical condition commensurate with the demands of the position. ---PAGE BREAK--- Assistant Highway Maintenance Supervisor Page 2 I 2 MINIMUM QUALIFICATIONS: Either: Possession of an Associate’s degree or higher in engineering or construction technology and six years of experience in construction and/or maintenance of highways in such areas as drainage, earthwork, paving, surface treatment or shoulder stabilization, one and one-half (1.5) years of which shall have been in a supervisory capacity; OR Possession of a high school diploma or equivalency diploma and eight years of experience as defined in one and one-half (1.5) years of which shall have been in a supervisory capacity. NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education. If your degree was awarded by an educational institution outside the United States and its territories, you must provide independent verification of equivalency.
