Historic Property Preservation Advisory Committee June 13th, 2023 at 4:00 PM Evans Government Center, Building B Conference Room, 1st Floor Evans, Georgia Present at the meeting included: Bill Morris, Chairman Dean Beasley, Vice-Chairman Jamey Sprowls, Secretary Phil Turner Adam Pankow Billy Jackson, Jr. Will Butler, Planning Manager Members of the Media 1. Call to Order Chairman Bill Morris called the meeting to order at 4 PM. A quorum of the Committee was present with Wanda Duffie absent. 2. Introductions Chairman Morris requested that everyone in attendance introduce themselves. 3. Minutes of the March 14th, 2023 Meeting Chairman Morris noted that the minutes had been sent out before the meeting, but paper copies were available for review. The Committee took a moment to review the paper copies. No changes were made by the Committee and the minutes were accepted as written unanimously. . 4. Old Business a. Potential Projects i. Cedar Grove Phil Turner discussed videotaping the interior and exterior of Cedar Grove (located at 4227 Columbia Road) and Chairman Morris discussed a possible President Taft connection to the property. Planning Manager Will Butler noted that he would check on linking video to the Historic Resource Survey and Mr. Turner noted he would continue to work on getting access to Cedar Grove. ii. Augusta Museum/Columbia County Museum Adam Pankow and others discussed seeing if the local libraries could host historic items and also working with the Augusta Museum on local history. Mr. Pankow noted he would reach out to the Augusta Museum. iii. Winfield Community Center Mr. Turner gave an update on the work he had completed videotaping the interior and exterior of the Winfield Community Center. Copies of the video were given to Mr. Butler & Vice-Chairman Dean Beasley. Vice-Chairman Beasley gave members of the Committee more information regarding the Winfield Community Center’s past as the Winfield School, as well as an initiative to preserve several of the books that were present at the school and where they could be stored. iv. Woodlawn CME Church (aka Cherry Hill CME Church) ---PAGE BREAK--- Secretary Sprowls gave an update on the Woodlawn CME Church. She is working to obtain a copy of the actual church history and has been to see the existing building. She noted that Facebook posts seeking out information on the church had been successful. Mr. Turner volunteered to videotape any members who wanted to tell the story of the church. 5. New Business a. Historic District Designation for Appling Chairman Morris introduced the idea of an historic district for Appling. He gave the Committee copies of the original deed to the courthouse and discussed only including properties that the County currently owned. Some discussion followed regarding the different methods of establishing a historic district by Mr. Butler. Chairman Morris noted the architecture of the Courthouse and keeping the feel of Appling as being priorities for any district. Mr. Butler agreed to provide more information from the County side at the next meeting. b. Other business Vice-Chairman Beasley handed out packets on the history of Columbia County that he had given to Columbia County Youth Leadership classes in the past. Mr. Pankow inquired if the CVB (Convention and Visitors Bureau) could help facilitate putting more information on the history of Columbia County out to the public. 6. Adjourn Prior to adjournment of the meeting, the Committee set their next meeting for Tuesday, September 26th at 4PM. Meeting was adjourned at 4:58 PM. The next meeting of the Historic Property Preservation Advisory Committee meeting is currently scheduled for Tuesday, September 26th, 2023 at 4PM in the Building B Conference Room, 1st Floor, located at 630 Ronald Reagan Drive in Evans, GA 30809
