Columbia County Traffic Engineering Roadway/Street Lighting Policy Street lighting under this policy shall be considered for the overall safety of the traveling public utilizing public right of ways on or near the highways, roads and streets in Columbia County. Funds for this program shall be managed and budgeted by the Construction and Maintenance Services Division as a general fund budget program line item (Safety Street Lighting). All requests for street lighting along the streets and roadways within Columbia County, other than in residential billing districts, shall be evaluated by the Construction and Maintenance Division according to the following elements: 1. Vehicle volumes in excess of nine hundred (900) vehicles average daily traffic And/or 2. Four(4) or more night time accidents within a twelve (12) month period And/or 3. Restricted site distance or geometric configuration of the intersection or roadway (such as vertical / horizontal curves) And/or 4. High speed (=/>45mph) on at least one approach And/or 5. High night time pedestrian volume [=/>fifty (50) per hour - minimum two hours each day, at least five days per week] And/or 6. At the intersection of a local road and a connector or arterial road After an area is evaluated and after it is been determined that the minimum criteria, as noted above, has been meet, the information will be presented to the Public Works Services Committee for approval and if approved, then to the Board of Commissioners for final approval to add the lighting location(s) to the County’s street lighting system.
