Eise nhowe r nex t d oor as the Cyber Cen ter of the US Ar my, the opport unit ies for C olumbia County re sid ents are endless. ---PAGE BREAK--- THE POSITION This position is responsible for assisting the Internal Services Division Director in managing the operations and administration of the Internal Services Division, t o includ e Financia l Services , Procurement , Ris k Management , Publi c Transit , an d Fle et Services. In the absence of the Director, the incumbent coordinates with the Dep uty County Manager, Board of Commissioners, and Oversight Committees. NATURE AND SCOPE Under general direction the individual is responsible for providing professional managerial assistance to the Director of Internal Services in the following area s including but not limited to: collecting, monitoring, analyzing and presenting financi al data; recommendation and implementation of financial and fiscal policies; oversight of departme nts wit hin the Inter nal Servi ces Division. The incumbent will have direct financial oversight of the following areas: Performing Arts Center, Development Authority of Columbia County; Convention and Visitors Bureau. Contacts are typically with elected officials, department managers, vendors, auditors, financial institutions, and the general public. PRINCIPAL ACCOUNTABILITIES Direct financial oversight of the Performing Arts Center, Development Authority of Columbia County, Columbia County Convention and Visitors Bureau, and other areas as needed. Assists the Director in supervising the operations of the following departments: Finance, Procurement, Risk Management, Public Transit, Fleet Services. Assists the Director in coordinating the development of the county’s annual operating budget including the request and compilation of departmental budge t estimates, preparation of county revenue estimates, presentation to the Board of Commissioner s, a nd developme nt of t he digit al budg et bo ok to subm it to the Go Government Finance Officers Association’s award program. Ensures implementation of applicable standards issued by the Governmental Accounting Standards Board. Assists the Director in preparing fiscal year-end financial statements in accordance with generally accepted governmental auditing standards to include all require d not e disclosure s an d activitie s o f al l componen t units , an d compilatio n o f t he County ’s Annu al Comprehensi ve Financi al Repo rt (ACF R) to subm it to the Go Government Finance Officers Association’s award program. Monitors expenditure levels of County departments and reviews departmental requests for compliance with budgetary and management policies and objectives. Assists the Director with oversight of the County’s debt management program and capital improvement programs. Organizes and prepares financial records, documents and operations for external audit purposes. Prepares specialized report requests, such as management, operational and analytical reports. Provides information to Internal Auditors and technical assistance to County departments by establishing or proposing improvements to their financial management operational procedures. Acts as the Internal Services Division Director when needed. Performs other related duties as assigned. KNOWLEDGE, SKILLS & ABILITIES Knowledge of relevant local, State and Federal laws; County ordinances, policies and procedures; standards of the Governmental Accounting Standards Board ; auditing processing and methods; other rules and regulations governing accounti ng activities of county government. Knowledge of modern principles and practices of public administration, finance, budgeting, accounting, procurement and cash management in public organizations. Knowledge of economic forecasting and economic trends. Knowledge of special requirements pertaining to accounting and investment of governmental funds. Skill in supervision and general management practices Skill in oral and written communications. Skill in the operation of calculator, personal computer, computer software applications and financial management system. DESIRABLE TRAINING & EXPERIENCE Bachelor’s degree in accounting, public administration, business administration or a related field, completion of CPA requirements, and a minimum of three years relate d accountin g experienc e required ; o r a n equivalen t combinatio n o f educatio n a nd experien ce m ay substitu te f or t he yea rs of experien ce or educati on requiremen ts. Excellent writing, communication and organizational skills are necessary. Experienc e in the use of various accounting, data base and word processing computer program s and fina ncial manag ement sy stem s are requ ired. Posse ssi on of o r the ab ili ty to r eadily obtain a valid driver’s license. COMPENSATION & BENEFITS The starting annual salary for this position is $126,022. In addition, this position carries a vehicle allowance of $7,150 per year and cell phone allowance of $1,440 per year.
