Must be fully complete, signed and notarized. All employees of the Licensing Department (LD) are notaries and can provide the service at no cost. You must sign in the presence of the notary. New businesses must apply for an occupational tax and alcoholic beverage license simultaneously. The application is available in LD or online at Completed requirements for Retail Consumption Dealer, Retail Package Dealer, or Wholesale. The documents will depend on the license type you apply for. Consent to Serve as Registered Agent. All alcohol licensees must continuously maintain a registered agent who lives in Columbia County. The applicant can be the registered agent if they live in Columbia County, but they must complete the consent to serve as registered agent. Distance Survey. All new alcoholic beverage licenses and those for premises that have been closed for more than one year must submit a plat and the surveyor’s report in the application packet from a registered land surveyor. Columbia County’s distance requirements changed May 17, 2022. Please refer your land surveyor to LD for any questions regarding distance requirements. License, administrative and investigative fees. Check, cash, MasterCard and Visa are accepted. Registration from Georgia Secretary of State (not required for sole proprietors) Package stores for distilled spirits must provide proof of approved conditional use from the Planning Department. Once all items above are complete, upload the documents to the Georgia Department of Revenue’s Georgia Tax Center at and then call or email to notify us the documents were loaded. The website does not notify us and we will not know your application was submitted until you tell us. Upon review of the documents, a meeting will be schedule to begin the electronic fingerprint application process. The applicant is encouraged to attend the meeting. The operating manager is required to attend the meeting. You will be provided a sign to post on the property to inform the general public of the application to sell alcoholic beverages. The sign should be placed at the roadside, perpendicular to the oncoming traffic. Signs placed parallel to the oncoming traffic cannot be viewed from the road. The applicant must notify LD when the sign is in place and it must remain there for the 30 days preceding the Board of Commissioners considering the license. The sign is not valid until the LD staff personally verifies the placement. The LD staff will review your application, determine the date of the hearings and place a notice in the Columbia County NewsTimes. The administrative and investigative fees are paid with the issuance of the dealer license. 2 Temporary Alcoholic Beverage Permits are not eligible for renewal. Applicants who supply their criminal history directly from the Columbia County Sheriff’s Office or an alcoholic beverage catering license from another Georgia jurisdiction will not be charged an investigative fee. Criminal history results are valid for one calendar year. 3 Pursuant to Columbia County Code Section 6-55(c), a change in the operating manager will not require a new license.
