Plans and organizes agendas, records meeting minutes, and maintains a variety of databases. Provides clerical support for a variety of committees and/or boards. Extensive customer service contact with outside entities, other agencies, public, other City departments and employees, providing a variety of information, documentation and assistance. SUPERVISION RECEIVED Works under the general supervision of the Public Works Director. SUPERVISION EXERCISED None. ESSENTIAL FUNCTIONS Performs customer service and a variety of special projects; responds to public zoning and utility questions; composes responses for zoning questions; performs courthouse research related to property deeds, easements, ownership, etc.; prints and copies site maps as requested by the public; maintains easement and warranty deed databases; produces posters, maps, and banners; creates presentation materials illustrating city master plans. Files plans and projects for Building and Public Works Department. Creates site maps for customers, processes customer requests and tracks department follow through on projects. Perform traffic studies and analyzes the information for customers and Administrative bodies. Coordinates, attends and takes minutes for the Planning, Zoning and Adjustment Board, Supervisory and Contractors’ Board meetings; and coordinates all office activities for the building and engineering divisions. Oversees and coordinates licensing processes and procedures. Directly responsible for major licensing – contractor licensing and works with City Planner on WYDOT Temporary Encroachment Permits (signs, banners, etc.). Assists customers as needed with zoning, signage, variance, special exemption and related issues; must become familiar with the City’s code of Ordinances and must have a working knowledge of the ordinances, particularly those relating to planning, zoning, building and construction, and utilities. Periodically assists Engineering Technician II with site and utility surveys with Sokkia Set2000 Electronic Total Station Instrument with on-board SDR Data Collection. Periodically assists with computer aided drawings of structures and site plans for customers; Performs routine drafting as needed to update city maps to show changes in city boundaries, additions of subdivisions, streets, annexations, zone changes etc . Performs other related duties as assigned. MINIMUM QUALIFICATIONS 1. Education and Experience: Graduation from high school or GED with course background in general office practices and procedures; plus one year of specialized training provided through technical or business college; AND ---PAGE BREAK--- B. Two years of responsible experience related to above duties; OR C. An equivalent combination of education or experience. 2. Knowledge, Skills and Abilities: Knowledge of operation of standard office equipment; interpersonal communication skills and telephone etiquette; public relations, blue prints, construction drawings and specifications, mathematics and various software data base programs. Skill in communicating effectively, verbally and in writing; work independently in meeting various time deadlines and work pressures; operate personal computer (WINDOWS) and demonstrate proficiency in utilizing various programs such as Microsoft Word, Excel, Publisher, Access, and Outlook to produce or compose formal documents, reports, records, updating and creating databases; must have impeccable organizational skills; operate standard office equipment; develop effective working relationships with supervisors, fellow employees, and the public.
