ESSENTIAL FUNCTIONS Processes bi-weekly payroll ; inputs and records employee work hours;; determines employee earnings, calculates employee withholdings federal taxes, social security, Medicare, retirement, insurance, etc.); performs computer entries and operates computer programs to complete payroll process; maintains year-to- date records of wages, deductions, taxes and benefits; prepares manual checks upon termination and other events as required. Maintains computerized payroll records showing employee pay rates, withholding allowances, benefit deductions, garnishments and other authorized payroll withholdings; coordinates and completes direct deposit transactions on approved accounts; distributes withholdings to various accounts; runs transmittal reports; coordinates and resolves payroll problems and questions; informs employees of policies, procedures, and practices affecting payroll and benefits. Acts as Deputy City Clerk and participates in other formal procedures; prepares council agendas, take minutes at council meetings; attests to signature of the Mayor, follows up on post meeting documentation and recording requirements, publishes minutes and notices of meetings in the newspaper and on website, assists in the preparation and conducting of municipal elections.
