Signature of Applicant Date ---PAGE BREAK--- ---PAGE BREAK--- City of Cody Job Description Title: Accounting Technician Code: Department: Administration Effective Date: 03/2007 Division: Administration Last Revised: 07/2009 GENERAL PURPOSE Performs routine and specialized clerical, accounting, analytical and administrative work in a variety of areas including utility billing, cash receipting, and other general functions in the Administrative Services Department. Coordinates assigned activities with other staff, outside agencies and the general public. Performs duties in other departments and areas as assigned. SUPERVISION RECEIVED Works under the general supervision of the Administrative Services Director. SUPERVISION EXERCISED None ESSENTIAL FUNCTIONS Performs the Utility Billing functions. Analyzes billing procedures by studying work flow, worker tasks and data requirements to increase system efficiency and cost effectiveness. Makes comparisons of present techniques/procedures and recommends solutions or courses of action. Designs billing, file maintenance, and related Utility forms through observation of use, communication with users, and refining of format to produce efficient forms to work with the existing system. Reviews data processing reports for accuracy and errors and initiates corrective action to produce accurate reports. Reviews and analyzes utility billing and usage reports in order to identify unusual trends. Reviews and analyzes billing and payment adjustments for correctness and appropriateness. Performs special studies and research for management using analytical procedures in order to present timely and organized data on which to base administrative decisions. Reviews disconnection and termination dates and rate/service codes in utility services and determines the appropriateness of each code for each account. Corrects accounts and monitors for proper usage. Establishes, maintains and updates billing policies. Researches and resolves customer payment and billing problems; monitors and evaluates payment arrangements on utility accounts. Follows up on delinquent accounts. Processes and monitors equal pay and water policy accounts; performs random utility account audits on a quarterly basis. Maintains and verifies the utility deposit records to cash receipting and general ledger. ---PAGE BREAK--- Manages net metering accounts to ensure accuracy in billing for utility usage and generation. Processes sales tax and rate code changes as necessary. Performs and verifies month end updates, and corrects any errors found during the process. Processes refund requests for deposits or overpayments as needed. Researches utility billing questions or complaints and assists with utility billing, utility account maintenance and collection. Provides training and guidance to other employees regarding utility billing processes, polices and procedures. Assists in the maintenance of meter reader routes; determines that all accounts have current readings; evaluates readings to determine misreads and consumption irregularities; prepares and prints utility bills for mailing. Operates computer to add, update and maintain changes in utility accounts; assures that current and terminated accounts are properly billed; assures proper billings for services provided to various companies; issues shut-off notices and initiates disconnect or shut off orders. Runs and prints utility billing reports and updates utility general ledger; identifies delinquent accounts, and apprises customers of pending actions, develops payment plans, adjusts accounts according to payment agreements; monitors account activity, initiates collections on delinquent accounts; issues late notices; initiates utility connection changes. Runs delinquent registers; enters service orders. Prepares periodic or routine utility, financial, statistical or operational reports as assigned. Composes and types routine correspondence and files correspondence and other records; provides clerical support to other departments as assigned. Operates office machines such as computer, fax, typewriter, postage, adding and copying machines. Assists in reconciling general ledger to various utility reports. Assists in the preparation of external and internal audit documents. Provides back-up support to other positions in the Administrative Services Division and other departments and divisions as assigned. Assists with basic office functions; greets visitors, ascertains nature of business and refers visitors to appropriate person. Performs related duties as required. MINIMUM QUALIFICATIONS 1. Education and Experience: A. Graduation from high school, plus two years of specialized training in accounting, finance, business administration or related; AND B. Two years of responsible experience related to above duties; preferably in a governmental accounting; OR C. An equivalent combination of education or experience. ---PAGE BREAK--- 2. Knowledge, Skills, and Abilities: Working knowledge of bookkeeping, account management, customer service and cash handling experience required; debits and credits; general office maintenance and practices; computer accounting applications and various software financial programs (MS Word, Excel, Access and Outlook); business and technical writing; operation of standard office equipment; mathematics; interpersonal communication skills and telephone etiquette; public relations. Skill in the operation of PC Computer, calculator, fax machine, copy machine, telephone.
