SUPERVISION RECEIVED Works under the general supervision of the Parks/Recreation & Public Facilities Director. SUPERVISION EXERCISED Provides general supervision to Building Maintenance Workers, Regular Part-Time workers, temporary and seasonal laborers. ESSENTIAL FUNCTIONS Manages the day-to-day operations of the public facilities division; determines and recommends project priorities; specifies work schedules and deadlines, allocates equipment and vehicles essential to complete projects and determines and tracks materials needed to complete specified objectives; allocates personnel and equipment resources as needed to assure timely project completion. Greets visitors, maintains cordial interaction with all ages of the public at all times; assists with set up and take down for special events at these facilities. Performs a variety of maintenance functions on buildings and the associated equipment. Reviews performance and makes recommendations regarding job retention, advancement and discipline; initiates and participates in the recruitment and selection of division staff; develops and conducts staff training. Performs general administrative duties of the division; maintains comprehensive work records, maintenance records; collects information and data for various reports; prepares reports and statistical analyses to aid and plan an evaluation of facilities maintenance programs. Prepares division budget recommendations, makes cost projections, drafts bid specifications and reviews proposals; reviews billings for accuracy; monitors inventory of parts and equipment; assures division compliance with established budget limitations and allocations; manages division purchasing processes; requests and reviews proposals for services; may apply for and administer grants, monitors compliance. Works with various citizens, organizations and businesses to coordinate and schedule reservations, coordinate special events or projects in facilities; responds to public questions, explains procedures and policies, and resolves disputes among citizens utilizing facilities; enters into contracts for events requiring use of Cody Auditorium or other City facilities, receives and receipts rental payments. Includes set up and tear down, decorating, clean-up and maintenance of rest rooms during peak use; opens and closes facilities, locking and unlocking as needed. Assists various service organizations during regularly scheduled facility use. Coordinates facilities renovations; takes requests for furniture fabrication and custom carpentry projects, i.e., desks, counters, bookcases, cabinets, shelving and related fixtures. Directs maintenance activities on utility systems enabling continuous supply of heat, steam, electric power, gas, chemicals or air required for operation; develops preventative maintenance programs; inspects operating equipment, machines and systems to ensure compliance with operational standards. Monitors HVAC functions to ensure proper indoor climate; operates climate controls to establish needed or requested changes; may perform routine HVAC system maintenance. Graduation from high school or G.E.D., plus two years of specialized training provided through professional associations or in-service; AND B. Five years of progressively responsible experience in the maintenance, upkeep, and beautification facilities and related environ; OR C. An equivalent combination of education and experience. 2. Knowledge, Skills, and Abilities: Considerable knowledge of maintenance equipment such as interpersonal communication skills; procedures, tools, equipment, materials and cleaning agents used in custodial work; emergency measures to be taken in the event of accident, injury or chemical hazards; safety practices of custodial work and use of cleaning agents and equipment; effective operation of equipment such as carpet extractors; vacuums, and snow blowers. plumbing methods and practices; general architectural engineering principles and practices; legal environment associated with building operations, i.e., OSHA and ADA; facilities maintenance; HVAC, carpentry, mechanical and electrical engineering; current methods, principles and practices of building construction, maintenance and repair; equipment and materials used in construction and maintenance operations; price trends and grades or quality of materials and equipment; hazards and safety precautions common to municipal maintenance and repair activities; legal environment related to safety and risk management practices and principles; current building codes, standards; of interpersonal communication skills. Ability to recognize and troubleshoot maintenance and operational issues within public areas; ability to communicate effectively, verbally and in writing; ability to develop effective working relationships with supervisor, subordinates, and the public. 3. Special Qualifications: Must possess and maintain a valid Wyoming Class C Drivers License. Must be or be able to become a Certified Pool Operator within one year of employment. Must work abnormal work schedules including evenings, weekends and holidays as necessary. 4. Work Environment: Incumbent of the position performs both indoor and outdoor physically demanding duties. Tasks require a variety of physical activities, generally involving muscular strain, such as lifting, walking, standing, stooping, reaching, and lifting. Hearing, seeing, and reading are essential to performance of daily duties. Common eye, hand, finger, leg and foot dexterity also expected. Mental application utilizes memory for details, verbal instructions, and emotional stability and discriminating thinking, guided problem solving. May be required to lift in excess of 50 pounds in normal course of job performance.
